MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> November 13, 1979 <br /> <br />PRESENTATION BY HOUSING AUTHORITY BOARD RE: KOMANDORSKI REPLACEMENT PROJECT <br /> Mr. Ed Alves, Chairman of the Pleasanton Housing Authority Board, presented the <br />development package for the Komandorski replacement project, that had been delivered <br />to HUD on November 9, 1979, which reduced cost figures for this project from the <br />original application. He also presented cost estimate sheets, comparing this pro- <br />ject to others in the Bay Area. <br /> <br /> Mr. Sandy Hirshen, Project Architect, reviewed in detail the development costs <br />and explained the housing history in the Bay Area. He stated that there was a lack <br />of data information which made it difficult to project correct cost estimates. He <br />stated that Komandorski is unique in that it is zoned low density whereas most public <br />housing is zoned medium or high density. Mr. Hirshen stated that the Housing Auth- <br />ority Board was initially concerned with building a high quality level project and <br />that is the reason the first application was so expensive. He. stated the project had <br />now been scaled to reflect a standard quality project, more acceptable to HUD. He <br />reviewed soil conditions, utilities and other area of concern. Mr. Hitshen reviewed <br />the cost comparison sheet and the standard HUD breakdown sheet. He stated that <br />Komandorski was considered and compared to building costs in the San Jose area by <br />I~D. Mr. Hirshen noted that building costs are higher in the local area and that <br />this project should be considered comparable to those in Oakland and Marin. <br /> <br /> Mayor Brandes asked that if this project was built on medium or high density <br />zoning would the costs be substantially less. Mr. Hirshen replied that it would <br />not be less because of the special characteristics of this particular site. <br /> <br /> Mr. Alves presented drawings showing the proposed project. <br /> <br /> CounciLsember Mercer asked what would happen to the project if all bids received <br />were higher than the grant funds. Mr. Hirshen explained there was maneuvering room <br />within the application for alternatives inside the project and for a second base bid. <br /> <br /> Council discussion ensued regarding cost of refurbishing Komandorski versus cost <br />of replacement. Mayor Brandes asked if an actual bid had been received on refurbish- <br />ing the project. Mr. Parsons, Housing Authority Director, stated that a preliminary <br />estimate was done a couple of years ago which revealed it would cost more than re- <br />construction. Mr. Alves emphasized the cost involved to bring the old buildings to <br />conform with State and Federal Government Code standards and regulations would make <br />refurbishlug unrealistic. <br /> <br /> Mayor Brandes asked if any further costs reductions couId be made to the project. <br />Mr. Hirshen stated that it would be difficult to do so with the rising inflation rate <br />of construction costs, however, there might be some areas within the project where <br />costs could be reduced. <br /> <br /> Mayor Brandes asked if some of the open space land could be sold. Mr. Struthers, <br />Attorney for the Housing Authority, stated that the Housing Authority has the power <br />to sell the land but the money has to be designated toward public housing. <br /> <br /> <br />
