MATTERS CONTINUED FOR DECISION <br />Adoption of Ordinance No. 901 and Resolution No. 79-1~9~ relating to the Residential <br />Allocation Program <br /> The City Attorney advised that Ordinance No. 901 was introduced on August 28, <br />1979, and that Council amendments were included in the final edition of the ordi- <br />nance. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br />Ordinance No. 901, amending Chapter 13 of Title II by adding several exemptions to <br />the Residential Allocation Program and providing a mechanism for granting multi- <br />year approvals, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Kephart, <br />reaffirming adoption of Resolution No. 79-149, amending Appendix B of the Residen- <br />tial Allocation Program selection criteria "Mandatory System Elements". <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> Mayor Brandes presented a letter from Gregg Doherty, Chairman of the Planning <br />Commission, dated September 11, 1979, requesting the City to pay airfare for Com- <br />missioner Joyce Getty to attend the Fall Conference of the California Downtown <br />Association at Chula Vista on September 28-30, 1979. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Resolution No. 79-165, approving an expenditure of approximately $98.00, to <br />cover airfare for Planning Commissioner Joyce Getty to attend the Fall Conference <br />of the California Downtown Association at Chula Vista on September 28-30, 1979, <br />and amending the Budget accordingly, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Wood <br />NOES: Mayor Brandes <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Further Reports. Re: Litter on Public and Private Property <br />(Continued from 7-24-79) <br /> Mr. Levine presented his report dated September 6, 1979, regarding this matter. <br /> <br /> Considerable Council discussion ensued regarding this item and possible amend- <br />ments to the draft ordinance for better control of this problem. Councilmember <br />Kephart suggested that a symbol be painted on the curb of residences who do not <br />want delivery of unsolicited newspapers and handbills. <br /> <br /> The City Attorney read the proposed ordinance. <br /> <br /> The City Attorney explained that the present mechanism of written notice to <br />stop unsolicited newspapers and commercial handbills was difficult and placed a <br />greater responsibility on the homeowner than necessary.
