Mayor Brandes declared the public hearing closed on the application and the <br />negative declaration. <br /> <br /> Considerable Council discussion ensued regarding the concerns of the residents <br />in the area. Council concurred that the proposed BART line relocation was a better <br />route. Council discussed the merits of placing the subject property in a Study <br />District for further review. Councilmember Mercer suggested the Mayor appoint two <br />Councilmembers to meet with staff, the developers, and the Stoneridge Homeowners <br />Association to resolve the concerns of the residents. Mayor Brandes asked Mr. <br />Christainson if the Board of Directors of the Stoneridge Homeowners Association <br />would be willing to coordinate a meeting. Mr. Christainson advised that they would. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Ordinance No. 900, to be read by title only, waiving further reading thereof, plac- <br />ing the 26.146 acre parcel located at the northeast corner of the intersection of <br />Foothill Road and Stoneridge Drive, shown on the General Plan as "Public and In- <br />stitutional", be placed in an "S" (Study) District for four months, that the Mayor <br />appoint two members of the City Council to meet with staff, developers, and home- <br />owners to study the proper zoning and resolve-various concerns, and that'the basis <br />for this action is that the General Plan change suggested coupled with C-R zoning <br />on the property presents a threat to the health, safety and welfare of the residents <br />in the area due to potential developments permitted on the site, be introduced and <br />adopted as an urgency measure. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> Mayor Brandes stated he would appoint two Councilmembers later in the week to <br />serve as liaison on this matter and would be in touch with the Stoneridge Home- <br />owners Association. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Resolution No. 79-141, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the Ctty's guidelines and that a Negative Declaration is appropriate for <br />an amendment to the General Plan which would change the Land Use designation of the <br />property located on the northeast corner of Foothill Road and Stoneridge Drive from <br />"Public and Institutional" (planned BART station) to "Commercial and Offices" in <br />that the "S" zoning adopted previously will prevent potential impacts raised by <br />residents, and therefore, a Negative Declaration for the General Plan change be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Wood, and Mayor Brandes <br />NOES: Councilman Mercer <br />ABSENT: Councilman Kephart <br /> <br /> It was moved by Councilmember Butler, and seconded by Mayor Brandes, that the <br />application of Taubman Company, Inc., for an amendment to the General Plan which <br />would change the Land Use designation of the property located on the northeast <br />corner of Foothill Road and Stoneridge Drive from "Public and Institutional" (planned <br />BART station) to "Commercial and Offices", be approved. <br />The roll call vote was as follows: <br />AYES: Councilman Butler and Mayor Brandes <br />NOES: Councilmen Mercer and Wood <br />ABSENT: Councilman Kephart <br /> <br /> 11. 8/28/79 <br /> <br /> <br />
