Mayor Brandes read into the record a letter from William Hirst, 147 Bernal <br />Avenue, dated August 1, 1979, urging Council to adopt in placaof alternative ~ <br />relative to large lot exemptions in the staff report, alternative b or c or some <br />combination thereof. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed. <br /> <br /> Mayor Brandes recessed the meeting at 8:00 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 8:05 P.M. <br /> <br /> Councilmember Mercer requested the following amendments be made to the Resi- <br />dential Allocation Program, after discussion of each change. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Mayor Brandes, to exempt <br />a maximum of forty 20,000 sq..ft. lots or larger from the Residential Allocation <br />Program, no more than ten per developer, must have proper zoning, must be approved <br />by City Council, and must contribute maximum contributions to capital improvements <br />and housing. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, and Mayor Brandes <br />NOES: Councilman Butler <br />ABSENT: Councilman Wood <br /> <br /> It ~as moved by Councilmember Mercer, and seconded by Councilmember Butler, to <br />exempt all multi-family rental units of ten or less units from the Residential <br />Allocation Program with agreement that requires the units are kept as rentals for <br />a period of at least ten years, with no contributions to Capital Improvements or <br />housing. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Wood <br /> <br /> It was moved by Councilmember Mercer, and seconded by Mayor Brandes, that a <br />maximum of 50 units per year per developer can be granted in any Residential Allo- <br />cation Program allocation. <br />The roll call vote was ~s follows: <br />AYES: Councilmen Kephart, Mercer, and Mayor Brandes <br />NOES: Councilman Butler <br />ABSENT: Councilman Wood <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Kephart, <br />that In-Kind off-site capital improvements of either services or goods will accrue <br />Residential Allocation Program points under the following provisions: <br /> <br /> a. The project must be of value to the entire City. <br /> b. Decision on the value will be made by the City Council. <br /> c.
