MINUTES of THE MEETING of THE CITY COUNCIL November 25, 1980 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Kenneth Mercer called the Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer were present. Mr. Walker, City Manager, Mr. Levine, City Attorney, Mr. Warnick, Director of Public Works and Utilities, and Mr. Harris, Director of Planning and Community Development, were present. AGENDA AMENDMENTS Mr. Walker requested that the following amendments be made to the agenda: Move item lOa - Report on Rear-Yard Setback Requirements in Residential Districts, to be heard before the Public Hearings. Continue item 8g - Application of the City Council to amend Section 2-9.40 of Article 18, Chapter 2, Title II of the Ordinance Code of the City of Pleasanton which would regulate political and other temporary Signs, to the meeting of December 23, 1980. Continue item 9a - Adoption of Ordinance No. 946, amending Title IV by adding Chapter 9 (Noise Regulation) and amending Title I, Chapter 1, Section 1-1.15 making violations of each chapter an infraction, to the meeting of December 23, 1980. Mayor Mercer requested that item 9b - Adoption of Ordinance No. 950, adding Section 4-5.25 (Canine Defecatton) to Article 3, Chapter 3, Title IV, and amending Section 1-1.11 of Chapter 1, Title I to make violations of certain sections of the Ordinance Code infractions; be referred to the Park and Recreation Commission for their review and recommendation. Mayor Mercer advised he had also discussed this matter with the Police Chief, who had suggested some verbage changes to the ordi- nance, which will be reviewed by the City Attorney. CONSENT CALENDAR It was moved by Councilmember Butler, and seconded by Councilmember Wood, that the following items listed on the Consent Calendar be approved: a. Approval of City Council Minutes for 11-17-80. b. Adoption of Resolution No. 80-294, acceptance of Youth Sports Park Phase III Improvements, approving final payment to Watkin and Bortolussi, Inc., 'in the amount of $25,443.05, and authorizing that Notice of Completion be filed. c. Adoption of Resolution No. 80-295, approving Quitclaim of Surface Entry Rights by the City of Pleasanton and acceptance of .Quitclaim Deed from First Ridgewood Company for the Subterranean Waters, without rights of surface entry for the following parcels of land: 99B-3961-24, 99B-3961-25-2, 99B-3961-26-2, and 2 99B-3961- 7-2.
