Councilmember Mohr stated she was not comfortable with the decision of the <br /> Board of Adjustment granting approval of V-80-20, application of the Southland <br /> Corporation for a variance from the requirements of Section 2-9.43(a), Article 18, <br /> Chapter 2, Title II of the Ordinance Code to allow the installation of a free- <br /> standing sign at 3760 Hopyard Road on a parcel which is less than three acres in <br /> size; because of their findings, which she was not satisfied with. After discus- <br /> sion, it was moved by Councilmember Mohr, and seconded by Councilmember Butler, to <br /> appeal the decision of the Board of Adjustment in approving the application of the <br /> Southland Corporation for a variance from the requirements of Section 2-9.43(a), <br /> Article 18, Chapter 2, Title II of the Ordinance Code to allow the installation of <br /> a free-standing sign at 3760 Hopyard Road on a parcel which is less than three <br /> acres in size. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> CITY COUNCIL CO~ITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br /> Council. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. John Arts, Black Avenue, representing 28 families of the condominium complex <br /> on Black Avenue, stated this group is opposed to the painting of the red curb on the <br /> south side of Black Avenue from the corner of Hopyard Road to 5398 Black Avenue, as <br /> approved by the Council under the Consent Calendar as item 4d. He advised this re- <br /> striction caused a parking problem for residents of the complex. He requested <br /> Council to rescind their resolution and amend it to approve painting of the red <br /> curb only to the base of the turn on Black Avenue. After discussion, it was moved <br /> by Councilmember Kephart, and seconded by Councilmember Mohr, rescinding approval <br /> of item 4d, and approving adoption of Resolution No. 80-287, amending Resolution <br /> No. 76-79 (Establishing Traffic Regulations for City Streets) by amending Section 6 <br /> "No Parking Zones" by adding Subsection 6b-2 regarding No Parking on Black Avenue; <br /> with curbs on both the north and south sides of Black Avenue to be painted red from <br /> the corner of Hopyard Drive to the curve of the road to the east. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Ms. Debra Strong, Executive Manager of the Chamber of Commerce, reported on the <br /> State Conference on Emergency Housing. She stated that the Pleasanton Chamber of <br /> Commerce would like to sponsor a Task Force on Housing consisting of representatives <br /> of the Chamber of Commerce, City Council, City staff, local builders, and real <br /> estate people, to review the housing problems and needs in Pleasanton and to <br /> establish a plan of action. Ms. Strong advised she would be sending a formal <br /> proposal to the City Council within two weeks outlining the program. Council <br /> agreed to consider the proposal. <br /> <br /> Mr. Bob Graham, 503 San Gabriel Court, stated he favored the proposed K-9 <br /> Defecation Ordinance and would support its approval. <br /> <br /> PUBLIC HEARINGS <br /> ApReal of a decision of the Planning Commission'denyin~ the application of Mildred <br /> R.
