MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> September 29, 1980 <br /> <br />CALL TO ORDER <br /> Mayor Kenneth Mercer called the Special Meeting of the City Council to order at <br />5:30 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer were present. Mr. <br />Walker, City Manager, and Mr. Levine, City Attorney, were present. <br /> <br />CONSIDERATION OF AMENDMENT TO WILLOW-WEST AGREEMENT <br /> 'Mr. Wal'~er"'pres~n~ed' ~is"repor't ~at~d 'September 29, 1980, regarding this matter. <br />He summarized the report and reviewed the four major changes in the agreement as <br />follows: <br /> <br /> Sewer Capacity - Under the existing agreement, the City has agreed to reserve <br /> 200,000 GPD treatment capacity for the Willow West Property. This proposed <br /> amended agreement increases that reserve capacity by 100,000 GPD to 300,000 <br /> GPD. <br /> <br /> Discrete Treatment Plant - Even with the additional 100,000 GPD Capacity, <br /> sufficient capacity to develop the 360 acres will not be available. The <br /> developer agrees to pursue the construction of a 1.5 MGD discrete sewage <br /> treatment facility, which will provide the capacity to fully develop the <br /> Willow West Property and possibly some of the adjoining industrial pro- <br /> perties. If the City Council approves such a plant, the City will assist <br /> the developer of the property in obtaining the required governmental <br /> approvals required for construction of the discrete plant and agrees to <br /> take over operation of the discrete plant upon completion. <br /> <br /> Stoneridge-I-680 Interchange - Willow West Properties agrees to participate <br /> in an assessment district to construct the Stoneridge Drive on and off' <br /> ramps at 1-680, to the extent of 50% of the cost. <br /> <br /> Cash Grant - Willow West Properties agree to make a cash grant of $625,000 <br /> to the City to use for the construction of a fire station, police station, <br /> or any other City purpose. <br /> <br /> Mr. Levine highlighted the minor changes made to the agreement, which he stated <br />had all been agreed to by Willow West Properties. <br /> <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, congratulated Council for the <br />completion of this agreement, and the City staff for their efforts as well as Mr. <br />DiManto and Mr. Callahan of Willow West Properties. He stated this is an excel- <br />lent agreement and will have positive long range effects on the community and that <br />this is the most important action the Council has ever taken. <br /> <br /> <br />
