After further discussion, it was moved by ~yor Mercer, and seconded by Council- <br /> member Wood, that Resolution No. 80-220, approving the Chamber of Commerce Heritage <br /> Days Bicycles Races and Parade Permit applications subject to conditions established <br /> in Staff Report 80:235 but amending Condition 6 to require only one standby ambulance <br /> instead of two, and amending the 1980-81 Operating Budget by $900.00 to cover the <br /> City's costs incurred by this event, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Final Report Re: Foothill Road Hazards <br /> Mr. Schaumburg presented his report dated August 21, 1980, regarding this matter. <br /> <br /> Councilmember Kephart stated that traffic problems on Foothill Road had been <br /> analyzed many times and that action should be taken now. He stated that excessive <br /> speed is the major problem combined with alcohol. He stated he disagreed with the <br /> staff report, page 4, that "no type of enforcement would totally eliminate this <br /> category of driver". He stated there needs to be both engineering and enforcement <br /> to alleviate the problem. Councilmember Kephart stated he agreed with the recommend- <br /> ations of the reoort but felt the 40 hours additional enforcement on Foothill Road <br /> should be increased to 80 hours, mainly after dark. He also stated he felt that any <br /> trees or poles that might in any way be a traffic hazard should be removed. <br /> <br /> Mayor Mercer stated he agreed with staff recommendations but also felt there is <br />a need to increase patrol hours. He suggested a letter be sent to the two local <br />judges who normally handle speeding violations, asking them to apply more severe <br />penalties to those cited on Foothill Road. Mayor Mercer also suggested a letter be <br />sent to the Board of Supervisors regarding County improvements to FoOthill Road, <br />and to coordinate the City's capital improvements of Foothill Road with the County. <br /> <br /> Mr. Walker presented photegraphs provided by a citizen on Foothill Road at <br />Treewood, showing a vehicle accident that resulted in the car landing in his back <br />yard. <br /> <br /> After discussion, it was moved by Mayor Mercer, and seconded by Councilmember <br />Kephart, that Resolution No. 80-221, approving the following staff recommendations <br />and actions to be taken regarding Foothill Road: <br /> <br />1. That the City Council request the California Highway Patrol to review the re- <br /> quest of the'City to lower the posted speed limit on Foothill Road; <br /> <br />2. That the Police Department be authorized to continue and substantially increase <br /> the additional enforcement on Foothill Road and especially after dark and when <br /> there are school activities at Foothill High School; <br /> <br />3. That the Street Department install, mark, or trim within the City areas, the <br /> signs and reflective markers which are missing or need to be added, the white <br /> edge stripes which need to be renewed, and the trees and shrubs which may be <br /> obscuring the signs or sight clearance along Foothill Road; <br /> <br />4. That the Council request the County Road Department to perform the same items <br /> of work within the County areas that the City forces will do within the City <br /> areas; <br /> <br />5. That the engineering staff will analyze the S.W.I.T.E.R.S. data and will act <br /> upon the information generated; <br /> <br /> 9. 8/26/80 <br /> <br /> <br />
