After discussion, it was moved by Councilmember Wood, and seconded by Council- member Butler, that Ordinance No. 942, to amend Section 2-7.08(a), Article 8, Chapter 2, Title II of the Ordinance Code of the City of Pleasanton to conditionally allow hardware stores in the CN (Neighborhood Commercial) District, be introduced. The roll call vote was as follows: AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer NOES: Councilmember Kephart ABSENT: None Review of the draft revised Housin~ Element of the General Plan of the City. After discussion, Mayor Mercer declared the following action be taken: 1. The public hearing be continued open indefinitely until the staff can review the letter as it relates to the Draft Housing Element; 2. The Planning staff meet with the representativ~ of the Department of Housing and Community Development to discuss HCD's concerns with the Draft Housing Element; 3. The staff prepare a report which discusses the concerns of HCD related to the Draft Housing Element as currently written; 4. The report to be completed and returned to Council for consideration at the October 14, 1980, Council meeting. ~TTERS CONTINUED FOR DECISION Adoption of Ordinance No. 939~. amendin8 RAP Exemptions for Lower-Income P~0jects (!ntroo 8-12-80~ 4.TAyes, 1-No) Mayor Mercer stated that Ordinance No. 939 was introduced on August 12, 1980, by a vote of 4-Ayes, 1-No, and that it was now in order to adopt the ordinance. Mr. Michael Parsons, Executive Director of'the Pleasanton Housing Authority, asked for an explanation of the term "approved funding for project prior to appli- cation". Mr. Harris advised that the City wants proof that a builder can get subsidizing. tte added that this had been expanded to include lower income hous- ing. Mr. Parsons stated this could take months in between each step. It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that Ordinance No. 939, to be read by title only and waiving further reading thereof, amending Chapter 13 (RAP) of Chapter 2, Title II of the Ordinance Code of the City 7. 8/26/80
