City of Riverside. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />~pproval of Resolution No. 80-2.0.7., adopted 8-12-80 <br /> Mr. Levine presented his report dated August 21, 1980, regarding this matter, <br />and stated that after listening to the City Council tapes of the meeting of August <br />12, 1980, that it is still unclear about whether or not "co-ownership" is an <br />acceptable method. Councilmember Wood stated it was his intention that "co-owner- <br />ship" should be included. <br /> <br /> Considerable discussion ensued regarding the percentage for set-aside and how <br />to assign non-low cost units. <br /> <br /> Ms. Dawn Gordner, Chairperson for the Pleasanton Housing Authority, stated she <br />was concerned that the City not deplete the number of allocations to developers to <br />build homes that have not satisfied the intent of lower income housing. She added <br />she was opposed to the 20% figure for set-aside. She stated that if the 20% figure <br />is approved it should be conditioned that units could not be sold within five years <br />at a higher price thus taking them out of lower-income housing. <br /> <br /> Mr. Joseph Madden, 3851 Vineyard Avenue, stated he felt all low and moderate <br />income housing should be exempt. He stated he felt the City should consider rentals <br />or going with subsidized rents. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by Council- <br />member Wood, that Resolution No. 80-225, rescinding Resolution No. 80-207, estab- <br />lishing City policy concerning projects qualifying for the Residential Allocation <br />Program set-aside for lower income housing projects, be adopted. <br /> <br /> 12. 8/26/80 <br /> <br /> <br />
