The roll call vote was as follows:- <br />AYES: Councilmembers Butler, Wood, and Mayor Mercer <br />NOES: Councilmembers Kephart and Mohr <br />ABSENT: None <br /> <br /> After discussion regarding phasing, it was moved by Councilmember Butler, and <br />seconded by Councilmember Mohr, that because the 1982 units available for phased <br />development have already been allocated, that Council inform the developers that <br />no multi-year approvals can be made during this year's selection process and that <br />applications for a 1983 approval by projects with current multi-year approval will <br />not be accepted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Wood <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br /> After discussion regarding subsidy, it was moved by Councilmember Wood, and <br />seconded by Mayor Mercer, to include co-ownership in the definition of an exempt, <br />lower-income housing development. <br /> <br /> After further discussion, Councilmember Wood withdrew his motion, and Mayor <br />Mercer withdrew his second to the motion. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wood, that <br />Ordinance No. 939, to be read by title only and waiving further reading thereof, <br />for purposes of the Residential Allocation Program lower-income housing set-aside <br />and exemption, "for sale" or ownership projects will be treated the same as rental <br />projects and are eligible as long as the existing lower income requir~nents are <br />met, be introduced. i~ <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: Councilmember Kephart <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 80-207, for purposes of allocating from the lower-income housing <br />set-aside, projects with at least 20% lower-income housing units may be eligible, <br />the total project would use set-aside units, and the total number of units in the <br />project would be deducted from the set-aside, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: Councilmember Kephart <br />ABSENT: None <br /> <br /> After discussion regarding moderate income housing, Mayor Mercer instructed <br />staff to prepare a report regarding possible exemptions or other RAP provisions <br />to encourage the development of such housing, to be reviewed at the time the <br />Housing Element is considered. <br /> <br /> Mr. George Oakes stated he felt developers should be allowed to file tentative <br />and final maps before RAP approval in order to expedite the application process. <br />The City Attorney advised the Council of the current requirement of RAP approval <br />prior to map approval and the reasons for this in the ordinance. He suggested <br />that it may be possible to both protect the City and allow the processing of <br />maps prior to RAP approval through use of appropriate conditions, but that he <br />would have to review the matter.
