MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 12, 1980 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Regular Meeting of the City Council to order at <br /> 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmembers Butler, Mohr, Wood, and Mayor Mercer were present. Councilmember <br /> Kephart entered the meeting at 8:10 P.M. Mr. I~lker, City Manager, Mr. Levine, City <br /> Attorney, Mr. Harris, Director of Planning and Community Development, Mr. Schaumburg, <br /> Director of Engineering Services, and Mr. Swift, Assistant Planner, were present. <br /> <br /> AGENDA AMENDMENTS <br /> Mr. Walker requested that the following amendments be made to the agenda: <br /> <br />Continue item 8a - Appeal of a decision of the Planning Commission denying the <br /> application of Mildred R. Vallarino to fezone the 4.4 acre <br /> site located at 3897, 3887, 3889 Vineyard Avenue from the <br /> RM-4000 (Residential 10 units per acre) District to the RM- <br /> 1500 (Residential 29 units per acre) District and accompany- <br /> ing Negative Declaration, to the meeting of October 14, 1980, <br /> at the request of the Attorney for the appellant. <br /> <br />Dismiss item 13a - Heritage Valley Zoning, from the agenda at the request of staff. <br /> <br />Add item 13e - AB 2464/2853 - Housing Element Guidelines. <br /> <br />Add item 13f - Request of the City of Orange to Join us as Amicus in appeal <br /> regarding Drug Paraphernalia Ordinance. <br /> <br />Add item 13g - Approval of Agreement with CH2M Hill for planning, design, <br /> environmental studies and report, to increase capacity of the <br /> LAVWMA export system by 1.0 MGD. <br /> <br />Remove item 4i - County Referral - Neilsen Ranch General Plan Amendment, from <br /> the Consent Calendar and move to item 8d on the agenda, at the <br /> request of Mr. Neilsen. <br /> <br /> Mayor Mercer requested that item 8c - Review of the draft revised Housing Element <br />of the General Plan of the City of Pleasanton formulated pursuant to State Government <br />Code Section 65302 and State Housing Element Guidelines and accompanying Negative <br />Declaration, be continued until further information is received from the State re- <br />lative to this matter. <br /> <br /> Mayor Mercer requested that item 12e - Recreation Department Fees and Charges, <br />be referred to the Park and Recreation Commission to consider a letter from the <br />Pleasanton Men's Lob-Ball League opposing staff recommendation relative to lighting <br />costs being paid for by the user. <br /> <br /> <br />
