MINUTES of THE MEETING of THE CITY COUNCIL August 12, 1980 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Kenneth Mercer called the Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers Butler, Mohr, Wood, and Mayor Mercer were present. Councilmember Kephart entered the meeting at 8:10 P.M. Mr. I~lker, City Manager, Mr. Levine, City Attorney, Mr. Harris, Director of Planning and Community Development, Mr. Schaumburg, Director of Engineering Services, and Mr. Swift, Assistant Planner, were present. AGENDA AMENDMENTS Mr. Walker requested that the following amendments be made to the agenda: Continue item 8a - Appeal of a decision of the Planning Commission denying the application of Mildred R. Vallarino to fezone the 4.4 acre site located at 3897, 3887, 3889 Vineyard Avenue from the RM-4000 (Residential 10 units per acre) District to the RM- 1500 (Residential 29 units per acre) District and accompany- ing Negative Declaration, to the meeting of October 14, 1980, at the request of the Attorney for the appellant. Dismiss item 13a - Heritage Valley Zoning, from the agenda at the request of staff. Add item 13e - AB 2464/2853 - Housing Element Guidelines. Add item 13f - Request of the City of Orange to Join us as Amicus in appeal regarding Drug Paraphernalia Ordinance. Add item 13g - Approval of Agreement with CH2M Hill for planning, design, environmental studies and report, to increase capacity of the LAVWMA export system by 1.0 MGD. Remove item 4i - County Referral - Neilsen Ranch General Plan Amendment, from the Consent Calendar and move to item 8d on the agenda, at the request of Mr. Neilsen. Mayor Mercer requested that item 8c - Review of the draft revised Housing Element of the General Plan of the City of Pleasanton formulated pursuant to State Government Code Section 65302 and State Housing Element Guidelines and accompanying Negative Declaration, be continued until further information is received from the State re- lative to this matter. Mayor Mercer requested that item 12e - Recreation Department Fees and Charges, be referred to the Park and Recreation Commission to consider a letter from the Pleasanton Men's Lob-Ball League opposing staff recommendation relative to lighting costs being paid for by the user.
