extremely proud to have served on the City Council and felt that many good long- <br />range plans had been made for the City. He stated his interest has always been <br />for the best interests of the majority and the City as a whole. Mr. Brandes stated <br />he would now carry on as a concerned citizen and intended to maintain an interest <br />in the City and would be actively working on the passage of industrial capacity on <br />the June Ballot, which he felt was of upmost importance at this time. Mr. Brandes <br />stated it was with great pride that he is leaving office and that his honesty and <br />integrity had been upheld, adding that he applied maximum time and effort to the <br />job and it was indeed a pleasure to serve on the Council for the past four years. <br />Mayor Mercer thanked Mr. Brandes for his four years on the City Council and the <br />sacrifice of his family, and on behalf of the City expressed appreciation to him <br />for this service. <br /> <br /> Mr. John Van de Roovaart, 4300 Del Valle Parkway, stated in light of present <br />and future annexations being considered by the City, he read the following letter <br />from William A. Hirst, Attorney, dated April 22, 1980, as follows: "I represent <br />C & S Business Park, the industrial park on Busch Road recently approved by you. <br />My client, John Caroline, has asked me to communicate to you his very great concern <br />as to the adverse affect he feels continuing approval by the City of annexations of <br />residential, commercial and industrial properties my have on his ability to obtain <br />the forty to fifty sewer connections necessary to service his industrial park. My <br />client has spent large sums of money and considerable of his time and yours process- <br />ing what, it's generally conceded, is an attractive, well thought out, small-parcel <br />industrial park such as has been needed by the City of Pleasanton for years. It <br />doesn't seem fai~ to continue to process other residential, commercial and indus- <br />trial developments unless it's done without proJudictng my client's first right to <br />available sewer co tons" <br /> nnec i . <br /> <br /> Mr. John Caroline, 4487 Pleasanton Avenue, stated it had been a privilege in the <br />past to appear before the City Council, and that he was now coming to present a new <br />concept in affordable housing. He presented a preliminary drawing of housing on a <br />parcel of property on Stanley Boulevard which consisted of 8 small lots, with 1160 <br />sq. ft. homes for under $80,000 in price. He stated he had spent approximately 4 <br />hours working on this particular plan. Mr. Caroline suggested that a committee be <br />formed to study feasible locations for affordable housing in Pleasanton. He offered <br />his talents and services to assist in preliminary planning to be done with City staff <br />before taking any project to the City Council for consideration. Mr. Caroline sug- <br />gested the waiving or reduction of City fees for such projects, as has been done in <br />other cities in California, He added this concept could rejuvenate the affordable <br />housing market in Pleasanton. Councilmember Butler stated this idea is exactly what <br />the City has in mind for affordable housing and that he was in favor of it.
