It was moved by Councilmember Mercer, and seconded by Mayor Brandes, that the <br />City Council go on record as opposing the development plan for Rancho Sunol Estates, <br />the proposal of Carl Nipper, for the following reasons: (1) the project will set <br />precedence for isolated development and premature conversion of land to urban uses; <br />(2) the development would be inconsistent with the policies of the Alameda County <br />Local Agency Formation Commission; (3) public monies could be expended for private <br />purposes if the County Services area did not perform as expected; (4) concern about <br />the reliability of a package sewage treatment plant for residential purposes, and <br />that theMayor be authorized to transmit a letter to the Alameda County Planning <br />Commission stating Council's positions for consideration at their meeting of Hatch <br />10, 1980. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Request of Amador Vallex Investors for Modification of ..RAP. Requirements for Tract 3148 <br /> Mayor Brandes declared this item continued to the meeting of March 1i, '1980, at <br />the request of George Oakes, representing ~mador Valley Investors. <br /> <br />Review of Bids and Award of Contract for Sports Park~ Phase .~.II <br /> Mr. Walker presented his report dated February 21, 1980, regarding this matter. <br /> <br /> Councilmember Mercer asked if the Park and Recreation Commission had reviewed <br />this item. Mrs. Bengtson, Director of Recreation and Human Services, stated it had <br />not been reviewed by the Park and Recreation Commission but that Chairperson O~Brien <br />had reviewed the report and concurred with staff recommendations to complete the <br />project. Mrs. Bengtson stated she did not want the project delayed and urged Council <br />to take action on this item tonight. <br /> <br /> Councilmember Mercer stated he was not opposed to the completion of the Youth <br />Sports Park but since Mission Hills and Vintage Hills parks had been on the priority <br />list for several years he felt that preliminary planning should begin on these two <br />parks from funds budgeted for these projects, and that completion of the Youth Sports <br />Park should not interfere with the start of these two neighborhood parks. <br /> <br /> Mayor Brandes stated that with escalating construction costs it makes sense to <br />complete the Youth Spor~s park at this time, but he also felt that the neighborhood <br />parks should be started. <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Kephart, that staff <br />be directed to proceed with the plans and specifications and authorization to call <br />for bids to begin preliminary planning on Mission Hills and Vintage Hills neighbor- <br />hood parks with possible phasing, and varied cost estimates. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. A1 Dutchover, Architect, advised there was a time limit on bids after opening. <br /> <br /> Mrs. Bengtson stated that the Park and Recreation Commission would be meeting <br />February 27, 1980, and could review the report at that time. <br /> <br /> After further discussion, it was moved by Councilmember Mercer, and seconded <br />by Councilmember Butler, that the contract for the Sports Park, Phase III, not <br /> <br /> 13.. z/z6/8o <br /> <br /> <br />
