The followin~ persons spoke in opposition to this application: <br /> <br /> Hrs. CarolynDeVore, 3543 Yellowstone Court, read a statement for her husband <br /> who was unable to attend this meeting, which stated the proposed ordinance would <br /> encourage parking of RV~s on public streets and also encourage people <br /> laws regulating KV parking; that the only ones to benefit from this ordinance would <br /> be storage lots; and that this ordinance would create more problems, therefore, he <br /> urged denial by Council. Hrs. DeVote added her comments stating she and her husband <br /> were on the original committee to work out a solution to the RV parking and now were <br /> again having to fight for their rights. She stated that a recent report revealed <br /> only 1% of complaints so she felt there was another motive for this ordinance. She <br /> urged denial of the proposed ordinance. <br /> <br /> Mrs. Jean Reath, 663 E. Angels Street, stated she concurred with the previous <br /> speaker. She stated she kept her motor home in the driveway which was much more <br /> safe and not as unsightly as many old cars in the area. She urged Council to con- <br /> sider the recent use of RVts in the earthquake emergency and stated such vehicles <br /> should be considered in case of future emergencies. She stated she did not feel <br /> there was a great problem regarding RV parking in Pleasanton and that the proposed <br /> ordinance was a form of harrassment. <br /> <br /> Mr. Bill Harrison, 4613 Cope Court, stated he concurred with the previous speakers. <br /> He stated he felt the p~oposed ordinance restricts freedom to own RV's, and that some <br /> are used to commute to work. He added he thought this was an ambiguous ordinance. <br /> <br /> Mr. Joe Toland, 1624 Orchard Way, stated the proposed ordinance is discriminatory. <br /> He stated he felt RV problems should be handled on a complain~ basis, and the neigh- <br />-- bors polled to determine if the complaint is valid. <br /> <br /> Mr. Jack Allen, Valley Trails Drive, stated he concurred with the previous speaker. <br /> He stated he used his driveway for motor home parkir~ and he did not want to be re- <br /> strutted. He stated that no ordinance could cover all' cases and added that he did <br /> not ~ant any more restrictions placed on private property. <br /> <br /> Mr. Harold Seller, 4078 ~est Las Positas Boulevard, stated that RVts being used <br /> daily should not be considered as "stored" RV~s. He cited the use of RV~s in recent <br /> emergencies and stated he felt that RV~s should be allowed to be kept at.the owner~s <br /> residence. <br /> <br /> Mr. Ted Carter, Crestline ~ay, stated he concurred with the previous speakers, <br /> and doubted the constitutionality of such an ordinance. He cited a case in Ohio. <br /> The City Attorney indicated that the Ohio case was not binding in California. <br /> <br /> Mr. Larry Goeserr, Oakview Court, stated he concurred with the previous speakers. <br /> and urged denial of the proposed ordinance. <br /> <br /> Mrs. Jean Heath, E. Angela Street, stated she felt that enforcement of the 72-hour <br /> RV parking limitation would alleviate the parking problems. <br /> <br /> Mr. Nilliam Kovac, 3124 Weymouth Court, stated this is a aelicate problem and he <br /> had cause for concern because of a situation in his neighborhood regarding an RV in <br /> which he was involved in an unpleasant position. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing closed. <br /> <br /> Councilmember Kephart read the original ordinance. He stated he was only opposed <br /> to those RV's that are "stored" on City streets, as he felt this created a dangerous <br /> situation and that something should be done about <br /> <br /> 10. 2/26/80 <br /> <br /> <br />
