195 <br /> <br /> Mayor Mercer asked if we only have 1,073 units to allocate because we have <br />1,613 outstanding, then we need a report or staff recommendation as to what to do <br />with 1,613, should we continue some or all? Council discussion ensued regarding <br />outstanding units with RAP approval: will they be built or not? Should the exemption <br />be continued? Council asked for a report on when approvals expire and how many? <br /> <br /> Mr. Levine suggested Council take a look at what is needed in order to get the <br />bond issue going, then work backwards to get the percentage figure. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Ordinance No. 1006, to be read by title only and waiving further reading thereof, <br />exempting projects entering tnto agreement to participate in the mortgage revenue bond <br />program of the City of Pleasanton from the requirements of the City Residential Allo- <br />cation Program, with the word 'substantial' removed from Section 1, be adopted on an <br />urgency basis. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council then discussed the proposed Growth Management Program and suggested <br />changes thereto; in particular Mayor Mercer would like Section 2-20.05 changed to <br />semi-annual review because of holding costs to developers, and it would allow the <br />applicant to apply a second time if denied the first time. Mayor Mercer felt it <br />would add something to reduce the price of housing and stop plans from coming all <br />at once. <br /> <br /> Mayor Mercer suggested Section 2-20.06(c)(2) be changed to 75 units, and <br />Section 2-20.09 be changed to annual review of development. <br /> <br /> Councilmember Kephart asked what the opposition to submittal of tentative maps <br />was. Staff responded that they now review tentative maps prior to RAP but do not <br />start the formal approval process through the Planning Commission until after RAP. <br />There may be changes during the RAP process, cause additional and unnecessary work <br />for the Engineering staff, and Mr. Levine indicated the best legal stance is not <br />having issued a tentative map. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, to <br />direct staff to prepare environmental assessment and the general plan change, and <br />upon completion prepare the final ordinance with the following recon~nended changes: <br />(1) Section 2-20.05 changed to semi-annual review; (2) Section 2-20.06(c)(2) changed <br />to 100 units; and (3) Section 2-20.09 changed to annual review of development. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Recommended Modifications to the Hillside Planned Development Ordinance <br />(Contd. from 9-8-81 a~d 11-10-81) <br /> This item was continued indefinitely for further revision and input from staff <br />and developers. <br /> <br />COM2fONICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> 11. 11/24/81 <br /> <br /> <br />
