25: <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Lynn McVicor, representing Stoneson Associates, stated his company has attempted <br />to mitigate all the areas of concern relative to noise, parking and landscaping. <br /> <br /> Mr. Bill Christensen, 7979 Hillsboro Court, representing Stoneridge Homeowners <br />Association, asked questions regarding the interchange. He stated he was opposed to <br />the proposed project because he felt that High Density Residential zoning is not con- <br />sistent with the area and he would prefer that it be zoned Medium Density Residential. <br /> <br /> Mr. McVicor rebutted by stating that affordable housing is planned for this pro- <br />perty and the higher density is required to accommodate the development. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Resolution No. 81-390, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for a general plan amendment to change the land use designation of an approxi- <br />mately 6.6 acre site located on Stonedale Drive, between Stoneridge Drive on the north <br />and 1-680 on the east from Freeway Interchange and Open Space (Public Health and Safety) <br />to High Density Residential, be adopted. <br />The roll call vote was as f~llows: <br />AYES: Councilmembers Butler, Kephart,-MOhr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Resolution No. 81-389, approving the application of Stoneson Associates for a general <br />plan amendment to change the land usedesignation of an approximately 6.6 acre site <br />located on Stonedale Drive, between Stoneridge Drive on the north and 1-680 on the <br />east from Freeway Interchange and Open Space (Public Health and Safety) to High Den- <br />sity Residential. subject to conditions set forth in staff report SR 81:395. but de- <br />leting Condition No. 4 relative to entering an assessment district for traffic impacts. <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Plans relating to the extension of Pico Avenue between Vineyard Avenue and the Del <br />Valle Parkway, consistin~ of the construction of a two-lane thoroughfare and bridg~ <br />over the ArrOyo Del Valle, the installation of a 12" water line within the corres- <br />po'nding right-of-way~ apd the Lex,~ension of the Del Valle Parkway roadway connection <br /> <br />On the basis ~f an Initial Study of the potential environmental impacts of the pro- <br />Ject, the Director of Planning and Community Development has determined that the <br />proposed project would ~ot have .any potential significant adverse effects on the <br />environment and that a draft Negative Declaration of environmental impacts be pre- <br />pared. The environmental document and information relatin~ to the project are <br />available for review and comment at the EnRineering/Public Works Department or <br />Plannin8 Division,, City Hal!~ 200 Bernal Avenue, Pleasanton.
