It was moved by Councilmember Wood, and seconded by Councilmember Kephart, that <br />all restdentially-zoned property be exempted from inclusion in the assessment dis- <br />trict. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council discussion ensued regarding the exemption of non-profit organizations <br />from the assessment district. Planning Cormnissioner Doherty stated that Kaiser <br />Hospital will receive benefit from the road improvements. Councilmember Butler <br />stated he felt that everything except residential should be included at least in <br />the next few steps for further review. Council instructed staff to prepare a <br />further report regarding small parcels and non-profit organizations relative to in- <br />clusion or exclusioain the proposed assessment district, and concurred that exist- <br />ing Stoneridge Mall developments should not be included in the assessment district. <br />Planning Commissioner Doherty suggested a special category for non-profit organi- <br />zations somewhere inbetween zero and full assessment. Mr. Brunsell advised this <br />adjustment could be made. <br /> <br /> Planning Commissioner Wilson expressed strong opposition to the circulation of <br />a Petition for Special Assessment Proceedings because he did not feel the small <br />property o~ners had been fairly represented and have not been fully informed of <br />the assessment district proceedings. Mr. Brunsell advised that Council can exempt <br />any small property owner that it desires to. <br /> <br /> After discussion, it was moved by CoUnCilmember Butler, and seconded by Council- <br />member Kephart, authorizing the circulation of the Petition for Special Assessment <br />Proceedings, as prepared by Mr. Robert Brunsell. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council unanimously directed staff to negotiate an agreement with Mark Thomas <br />and Company, Inc., to provide engineering services for the District with the under- <br />standing that such agreement will bepresented to the Council for consideration <br />after the signed petition has been delivered to the City. <br /> <br />ADJOURNMENT <br /> There being no further business at 10:35 P.M., Mayor Mercer adjourned the <br />Special Meeting, to meet again in Regular Session on November 10, 1981, 8:00 P.M., <br />at the Fairgrounds Cafeteria. <br /> <br />Respectfully submitted, <br /> <br /> CITY CLERK <br /> <br /> 6. n/9/81 <br /> <br /> <br />
