275 <br /> <br /> Mr. Zullo stated that the North Pleasanton study included the area bounded by <br />Santa Rite Road, Foothill Boulevard, 1-580, and the Arroyo Mocho Canal, and in- <br />cludes approximately 1,500 acres - of which 1,324 acres are undeveloped, and are <br />zoned office, light industrial, and public, with a small amount of high, medium, <br />and low density residential. <br /> <br /> Mr. Zullo advised that the report review mt,tigating measures and impact on <br />traffic to 1995. He stated that two types of improvements are necessary; freeway <br />type and local street type. He reviewed the improvements included in the freeway <br />facilities as follows: (1) construction of interchange at Route 680 and Stoneridge, <br />projects for completion in 1985; (2) construction of interchange at Hopyard Road and <br />Route 580, projected for completion in 1985; (3) construction of additional lanes <br />Route 680 and Route 580, projected for completion in 1986; (4) construction of Las <br />Positas interchange at Route 680, projected for completion in 1989; and (5) construc- <br />tion of Santa Rita Interchange at Route 580, projected for completion in 1990. He <br />stated these are the minimum improvements identified as those freeway improvements <br />necessary to mitigate 1995 traffic. <br /> <br /> Mr. Zullo stated there is a new street in this area ~med Hacienda, and the <br />cost of the Hacienda interchange proposed to be required in the year 2000, between <br />Santa Rite Road and Hopyard Road, has not been included due to the uncertain nature <br />of this improvement requirement as well as added uncertainty in obtaining State <br />approval for this facility. <br /> <br /> Mr. Zullo reviewed the major street improvements that have been identified as <br />major street improvements to mitigate traffic in the North Pleasanton area as fol- <br />lows: (1) Stoneridge Drive extending from Foothill Boulevard to Hopyard; (2) Hop- <br />yard Road extending from the Freeway to Valley; and (3) Santa Rita Road extending <br />from Valley to Route 580. He stated it is necessary to mitigate traffic that would <br />occur going from the present condition to the developed condition. <br /> <br /> Mr. Zullo stated there are two financing concepts to be considered: (1) tax <br />increment financing; and (2) benefit or improvement district. <br /> <br /> Mr. Zullo reviewed the timetable proposed for completion of the various improve- <br />ments. He also reviewed the costs as well as the cost index factor, which has been <br />set at 8.7% in this report for inflationsty purposes. He reiterated that the dis- <br />tribution of costs is very preliminary at this point. He stated that no actual <br />payments would be required of a property o~ner until a project is implemented. <br /> <br /> Mr. Zullo stated that he felt an assessment district is necessary for the <br />orderly development of the North Pleasanton area so that improvements necessary <br />to identify traffic obligations can be completed without obligating the City. He <br />stated that costs of freeway type improvements would only be assessed to commercialf <br />industrial and high density residential, and street improvements to those parcels <br />with unimproved frontage. <br /> <br /> Planning,Commissioner Ltndsey asked if consideration had been given to improve- <br />ment of Valley Avenue. Mr. Zullo stated it was not included in this study. <br /> <br /> Planning Commissioner Jamieson asked what the total cost' of the project would be. <br />Mr. Zullo advised him it would total approximately 75 million dollars. Mr. Jamieson <br />asked what the cost to the City would be. Mr. Zullo stated there is no cost to the <br />City at this time but there could be a risk to the City which would include unanttci- <br />pared contingencies that are unknown costs at this time. <br /> <br /> 2. 11/9/sl <br /> <br /> <br />
