149 After discussion, it was moved by Councilmember Mohr, and seconded by Council- member Butler, authorizin~ the staff and the Citizens Cable Television Advisory Council to discuss with Viacom the possibility of extending the Pleasanton Franchise Agreement to July 1, 1985, provided a rebuild of the system is started immediately, and based on those discussion, the staff and Citizens Council would bring to the City Council an agreemen= detailing the terms of the extension. Opper, 3263 Vineyard Avenue, Space 69, addressed the Council regarding the need for left turn stgnsl on First Street at Vineyard Avenue, and on Hain Street at Ray. He cited several recent incidents at these intersections in which he was passed on the left while waiting for an opportunity to turn left. Hayor Mercer in- structed the Director of Public Works to meet with Hr. Opper to discuss this utter and to report back to Council with a recommendation. It was moved by Councilmember Wood, and seconded by Councilmember Butler, that Resolution No. 81-343, to open the public hearing and to continue the public hearing to hear protests to the proposed improvements, Assessment District No. 1981-1, Pleasanton Park, to October 27, 1981, 8:00 P.M., Fairgrounds Cafeteria, be adopted.
