Mr. Jerry Jennaro, 3727 Mohr Avenue, stated this is an opportunity to make this <br />area into a beautiful addition to the City and to control its growth. <br /> <br /> Council discussion ensued regard whether or not annexation of this area would <br />have any effect on assessed value of property in connection with the securing of <br />E1 Charro Road. Mr. Harris stated that a preliminary review of the matter reveals <br />that annexation of the property property would have no effect on the total assessed <br />valuation figures of the area. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br />instructing staff to prepare a formal resolution requesting the annexation and an <br />application to LAFCO for the 35 acres bounded by the Kamp annexation, Mohr Avenue, <br />Martin Avenue, and Trenery Drive, and that the application for this annexation be <br />required to either have an acceptable legal description and map of the proposed <br />annexation (meeting LAFCO standards) prepared by a licensed civil engineer or pay <br />a fee determined by the City Engineer to cover the costs of preparation of the <br />description and map by the City. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br />Report on Proposed Chan~es to C-S (Commercial Service~ D~strict <br /> Mr. Harris presented his report (SR 81:273) dated August 4, 1981, regarding <br />this matter. <br /> <br /> Mr. Craig Conholly, representing Interstate Laundry, stated he was opposed to <br />any changes in the C-S zoning. He added that if Council does make any amendments, <br />he felt these changes should not apply to businesses already established at a <br />location. Mr. Connolly stated that other businesses in the downtown area are <br />non-conforming uses but it seemed as if the laundry had been chosed as a target <br />and this disturbed him. He urged Council to deny any zoning change. <br /> <br /> Mr. Jim Morrill, 73 Ray Street, opposed any change stating it would be unfair <br />to current business owners. <br /> <br /> After discussion, Council determined to take no action on this item, thus <br />making no changes to the C-S (Commercial Service) District. <br /> <br />Matters for the Information of the Council <br /> Mayor Mercer presented the City Council agenda planning report for August, <br />September, and October. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />PrLoposed Route Chan~e for BART <br />(Contd. from 7-28-81) <br /> Mr. Levine presented his report (SR 81:264) dated August 4, 1981, regarding <br />this matter. <br /> <br /> Mayor Mercer stated he felt it is time that the people tell BART what services <br />they want. He stated he felt the BART Directors are unresponsible to the desires <br />of the citizens. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Resolution No. 81-266, requesting BART to change their route to conform with' <br />the City's General Plan, be adopted. <br /> <br /> ll.
