'417 <br /> <br /> Councilmember Mercer requested that a condition be added to require all buildings <br />to come before City Council for approval. <br /> <br /> Mr. Terrill stated the uses previously approved in the park, and the design will <br />not change; the concept is the same, and that existing conditions are acceptable to <br />Reynolds and Brown. He stated he is concerned about getting the intersection to <br />happen and would not like to tie up their project because of this. He also expressed <br />concern that the assessment district is a City project under City control. <br /> <br /> The following persons spoke in opposition to this item. <br /> <br /> Mr. John Innes, 1586 Foothill Road, stated he had grave concerns about develop- <br />ment of the North Pleasanton area but that other people do not seem concerned. He <br />stated there is a traffic problem at the Hopyard/3ohnson intersection now. He stated <br />he is concerned that the City Council is going after the North Pleasanton area in a <br />piecemeal way; he felt the total area should be reviewed at one time. He requested <br />that the North Pleasanton area be put in one major environmental impact report to <br />achieve a better balanced community, and not approve projects in a piecemeal fashion <br />until the overall picture is known. <br /> <br /> Mr. Paul Ebright, 5416 Blackbird Way, stated he concurred with the previous <br />speaker. He stated he had presented a response to the Hacienda Business Park En- <br />vironmental Impact Report. He asked for a review of the General Plan, stating it <br />has been revised so many times that the City does not have a General Plan any more. <br />He stated that citizens need input in Pleasanton. He stated that residents are not <br />properly informed when items which affect them are being considered by Council. <br />Councilmember Mercer stated that a citizens review committee had reviewed the General <br />Plan last year. Mr. Ebright requested a copy of the members who were on this.com- <br />mittee. The City Manager was instructed to send Mr. Ebright this list. <br /> <br /> Ms. Lee Baker, 3033 Yuma Way, stated that any.industrial development will alter <br />her present life style; she was concerned about traffic impacts, and felt the total <br />project is too overwhelming for the community at this time. <br /> <br /> Mr. David Pastor, 3613 Hawaii Court South, stated he was concerned about any <br />increase in traffic and felt the goal should be to correct this situation. Mr. <br />Terrill stated that several traffic engineers had made studies to see if the im- <br />provements were necessary and all agreed that they were. <br /> <br /> Mr. Joe Callahan, representing Hacienda Business Park, applauded Reynolds and <br />Brown for taking the lead and to materially improve the long term needs of Hopyard <br />Road for the citizens of Pleasanton. Mr. Callahan stated that there has been con- <br />siderable misunderstanding about the Hacienda Business Park Environmental Impact <br />Report, which considered the entire North Pleasanton area. He stated he would be <br />willing to meet with anyone that commented tonight and give them backup material. <br /> <br /> Mr. Larry Moyer, 2142 Goldcrest Circle, expressed concern regarding the width <br />of Hopyard Road as it comes off the interchange, and wondered if sufficient right- <br />of-way were available. Staff explained that sufficient right-of-way will be avail- <br />able with some additional widening which would not entail moving existing structures <br />north of Johnson Drive. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br />closed on the application and the mitigated negative declaration. <br /> <br /> 8. 5/ll/S2 <br /> <br /> <br />
