245

Mayor Butler stated that the Steering Committee of the General Plan Review had
previously requested to be notified of any industrial development that would be coming
before the City Council. He advised there will be some development in the County on
the Moldt Ranch, and he asked Council if they felt the Committee should be notified of
this potential development. After discussion, Council agreed that the Steering Com-
mittee should be notified and asked to submit comment upon possible development on the
Moldt Ranch.

CITY COUNCIL COMMITTEE REPORTS
There were no City Council Committee reports presented at this meeting.

MEETING OPEN TO THE PUBLIC
Mr. Robert Pearson, 3590 Churchill Court, Vice Chairperson of the Steering Com-
mittee of the General Plan Review, requested that no action be taken on the Moldt
property until the Committee has had time to review and respond regarding this matter.

Mr. Leo Heckathorn, 4202 Stanley Boulevard, presented a clipping to Council rela-
tive to affordable housing in Livermore, built by local residents and at a cost much
less than the affordable housing approved on Vineyard Avenue. He urged Council to
consider this type of program for affordable housing in Pleasanton.

Ms. Victoria Graham, 367 Bernal Avenue, asked if and when sidewalks and street
lights would be installed on Bernal Avenue. Mr. Warnick advised that Bernal Avenue
will be realigned and made a cul-de-sac near the railroad tracks on the present street,
and that there are no provisions made for sidewalks or additional street lights. He
stated these types of improvements would be the responsibility of the individual pro-
perty owner.

PUBLIC HEARINGS
Application of Meadow Plaza Associates to amend the General Plan land use designation
of all or any portion of the approximately 8 acre site located south and east of the
Exxon Service Station at the southeast corner of Santa Rite Road and West Las Positas
Boulevard from Commercial and Offices to High Density Residential. Said property
abuts the rear of the lots located on the west side of Weymouth Court

Consider adoption of Negative Declaration
Mr. 'Harris presented his report (SR 82:490) dated December 9, 1982, regarding this
matter.

Mayor Butler declared the public hearing open on the application and the negative
declaration.

Mr. Glen Kierstead, representing Meadow Plaza Associates, stated this application
is based on an economic need for the eight acres. He stated he felt the commercial
on Santa Rita Road is appropriate and that the condominium housing is an excellent
buffer between Weymouth Court and the commercial development. He stated he had talked
to all the homeowners on Weymouth Court except four, and there was no opposition to
the proposed plan. Mr. Kierstead stated he is requested the General Plan amendment
in order to successfully develop the entire site. He asked that this property be re-
moved from the North Pleasanton Assessment District including freeway, fire, and water,
because of the exemption for residential and for commercial of two acres or less. Mr.
Kierstead stated he is agreeable to the other conditions set forth for this application.

Council discussion ensued as to whether or not fire and water should be included
in the exemption from the Assessment District for residential and for commercial of
two acres or less.

4. 12/13/82
