161

Mr. Tom Bullis, 3253 Burgundy Drive, stated his concern regarding affordable
housing areas as becoming slum areas. He stated this is usually true in high density
housing. He stated he is concerned about the growth of high density along Vineyard
_ Avenue which creates difficulty for children who have to walk or bicycle on this
street to go to school. He added there is no way to widen Vineyard Avenue. He
stated he is concerned about the lack of fire protection. Mr. Bullis concluded by
asking why Council had reversed their decision after twice previously turning down
the project.

Mr. Steve Hughes, 587 Touriga Court, stated he has lived in mobile homes and
been associated as an officer in the mobile home homeowners association and is aware
of the advantages and disadvantages of such housing. He stated to mix adults with
families will create problems; and that adults only housing is no problem. He stated
there is no control on the resale of the adult portion of the project thus creating
F~' more problems if sold to family-type occupants. He stated the people from Morgan
Hill who spoke tonight of their comfortable living, lived in housing of approximately
~' 1,450 sq. ft., while the housing being proposed for this project is 700-934 sq. ft.,
~D with 5 ft. side yards. Mr. Hughes stated he had talked to the manager of the mobile
[] home park who had submitted the letter in support of the project; the manager's com-
[] ments to him were that the chicken farm adjacent to the mobile home park has a bad
odor and that anything there would'be better than the chicken ranch. Mr. Hughes
~ asked Council to vote against this proposed project.

Mr. Richard Rathert, 3171 Chardonnay Drive, stated he is against the project,
which is directly across from his back yard, because of poor lighting, traffic,
crowded housing-especially the duplex part, and not enough open space.

Mrs. Susan Glanville, 3069 Chardonnay Drive, stated that people in the Vintage
- Hills area do care about people and are not against development but have concerns
regarding this proposed project and the problems it will create; difficulty for
children going to school is a vital issue, traffic problems, and the area is not
appropriate for high density. She suggested that high-density residential develop-
ment be spread out more evenly in the City with less on Vineyard Avenue because of
traffic problems, lack of public transportation, and lack of shopping centers.

Mr. Frank Belecky, 892 Madeira Drive, stated he moved to Pleasanton because of
the quality of life and the small town atmosphere, and that some day growth will have
to be limited in Pleasanton. Traffic is becoming a real problem. He stated he re-
sented the animosity of the applicant~s attorney against Mr. Schneider and his group;
there is no group, they are all individuals. Mr. Belecky stated this is the first
time he has ever opposed a project but because of the numerous problems he believes
will be created by the project he is very much opposed to it. He stated he voiced
these concerns at the Planning Commission meeting but felt that Body was unrespon-
sive and unhearing to his presentation. He stated that according to his figures,
to lessen the project by eight units at a cost of $1,500.00 each, would increase the
total project by $354,000.00. He stated he did not like the quality of the project,
there are no bike lanes along Vineyard Avenue, Vineyard Avenue is not planned as a
major artery, there are already 14 existing apartment complexes in a .3 of a mile
area in one section of Vineyard Avenue, there is lack of fire truck accessibility,
there is excessive multi-family housing being proposed or already under construction
on Vineyard Avenue, Norton, Palomino and Kottinger, and there is the possibility of
crime problems in high density areas. He concluded by stating the Quail Creek pro-
ject will be detrimental to the life style of the Vintage Hills area.

9. 10/26/82
