MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 25, 1982 <br /> <br />CALL TO O.RDER <br /> Mayor Robert Butler called the Special Meeting of the City Council to order at <br />7:30 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George recorded the roll as follows: Councilmembers <br />Brandes, Mercer, Mohr, Wood, and Mayor Butler were present. Planning Commissioners <br />Doherty, Getty, Jamieson, and Lindsey were present. Planning Commissioner Wilson <br />was absent. Mr. Walker, City Manager, Mr. MacDonald, City Attorney, Mr. Warnick, <br />Director of Public Works and Utilities, Mr. Harris, Director of Planning and Com- <br />munity Development, and Mr. Lew, Assistant Planner, were present. <br /> <br />REVIEW OF THE MOHR/MARTIN GENERAL PLAN LAND USE <br /> Mayor Butler stated this meeting will be an informal study session to review the <br />general planning and land use of the Mohr/Martin area. <br /> <br /> Mr. Harris presented the report of the Planning Department regarding development <br />potential and constraints. He stated the report is for informational purposes only; <br />and that no zoning changes or general plan amendments will be considered at this <br />time. He stated the report was distributed to 81 people in the area. <br /> <br /> Mr. Lew, Assistant Planner, elaborated on the report and presented slides as <br />follows: (1) ownerships and acreages showing residence locations; (2) current general <br />plan land use designations; (3) location of recent actions; (4) existing street cir- <br />culation as well as streets under construction. Mr. Lew reviewed the seven recom- <br />mendations listed at the conclusion of the report and the reasons for the recommen- <br />dations. <br /> <br /> Planning Commissioner Getty asked if there is a need for the five acre park. Mr. <br />Lew advised it is necessary because of the proposed high density residential planned <br />for this area. <br /> <br /> Planning Commissioner Lindsey asked why Trenery Drive was selected over Cameron <br />for the main traffic pattern. Mr. Lew advised that Trenery Drive is the key element <br />in tying in with Rheem Drive. Mr. Lindsey asked why Trenery Drive had to be opened <br />up on Santa Rita Road. Mr. Lew advised this allowed flexibility for further develop- <br />ment and also provided emergency vehicle access. <br /> <br /> Planning Commissioner Doherty asked if the seven lots recently annexed would be <br />developed in less than one acre lots. Mr. Lew stated they could be developed with <br />less than one acre lots or could be slightly more, depending on the plan. <br /> <br /> Mayor Butler declared the meeting open to the public for their comments regard- <br />ing the Mohr/Martin 'planning area. <br /> <br /> Don Cooper, Peregrine Way, representing Bob and Donna Cooper on Trenery Drive, <br />read a letter from Mr. and Mrs. Cooper expressing their opposition to the use of <br />Trenery Drive as a major access road and stating they felt it is an invasion of their <br />privacy, would cause the removal of many heritage trees, and would ruin the rural <br />atmosphere of the area. They requested that Trenery Drive be a cul-de-sac and that <br />the lot sizes be compatible with lots already in the area. <br /> <br /> <br />
