119 <br /> <br /> "The CBG, as its name implies, seeks balanced growth. Because the building <br /> in question is in violation of the conditions set forth by the city for the <br /> construction of multiple story buildings and is part of the Hacienda Indus- <br /> trial Complex which does not fit into a model of balanced growth, the CBG <br /> recommends a NO vote on the approval of the building and any other structure <br /> in Hacienda. <br /> <br /> "In addition, continued approvals of the buildings in the Hacienda Industrial <br /> Complex with an impending lawsuit puts the City of Pleasanton and the Hacienda <br /> proponents at legal risk. This letter and its comments are intended to be <br /> part of the permanent record." <br /> <br />Mr. Cowan added that the fire department did not have the necessary fire apparatus at <br />the time the application was approved. He also felt the trees would not properly <br />screen the buildings. <br /> <br /> Mr. Lee Henderson, 2870 Foothill Road, opposed the 85 ft. height of the buildings <br />and stated it was a violation of the application that was approved by the Planning <br />Commission and City Council. He stated he felt that Prudential Insurance Company <br />should furnish the fire equipment necessary to protect the development. <br /> <br /> Mr. Gerald Goudreau, 5451 Corte Paloma, stated that to allow the 85 ft. height <br />of these buildings would set a precedent for future construction. He added that this <br />height would obscure the skyline for surrounding property owners. He asked that the <br />actual height of the building be clarified. Mr. Gage advised that condition 15 re- <br />quired the buildings be 65 ft. at the parapet unless the fire department could ser- <br />vice additional height. He stated the parapet is 72 ft.,with the overall height being <br />85 feet, and will have adequate fire department service features. <br /> <br /> Mr. David Eller, 3797 Oregon Way, Livermore, stated it was his personal opinion <br />that there is a problem with the height and he asked if the buildings could be four <br />stories instead of five. <br /> <br /> Mr. Roger Gage presented a typical floor construction plan with access flooring. <br />He stated the development is a speculation project and requires maximum flexibility <br />in floor design. He stated the added six feet height allows one extra foot between <br />floors for equipment. Mr. Kornsand stated that occupancy of the building will only <br />go to 58 feet; the penthouse will house mechanical equipment and is usually unoccupied.' <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed. <br /> <br /> Council discussion ensued regarding condition 15 relative to the five story build- <br />ing no higher than 65 ft. above the finished grade of the building unless a laddering <br />system from all 5th story balconies to the roofs of the building could be designed and <br />installed to the satisfaction of the Fire Chief. Chief Hill assured Council this had <br />been done to his satisfaction and he was confident that any situation could be handled <br />by the fire department. Council determined that the height limitation condition had <br />been satisfied. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Brandes, that <br />Resolution No. 82-323, approving the application of Prudential Insurance Company for <br />design approval for a five-story, approximately 300,000 sq. ft. office building on an <br />approximately 16.4 acre site located in the area bounded by Gibraltar Drive, Stone- <br />ridge Drive and Hacienda Drive, subject to all conditions contained in Planning Com- <br />mission Resolution No. 2203, be adopted. <br /> <br /> 6. 8/24/82 <br /> <br /> <br />
