125 <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. John Caroline, representing Ken Gooch, stated that a report had previously <br />been transmitted to Councilmembers regarding a traffic study of the downtown area. <br />He requested Council and staff to review in depth this study, which he felt would <br />increase parking and alleviate traffic problems for downtown merchants. <br /> <br /> Mr. Martin Inderbitzen, representing the Chamber of Commerce and the Downtown <br />Task Force, stated this group had received a copy of the subject report and felt it <br />merited further review. He stated that the Downtown Task Force had been charged with <br />reviewing the parking ordinance as it relates to the traffic circulation and addi- <br />tional parking as it relates to new businesses. Mr. Inderbitzen requested Council to <br />continue this matter for sixty days to allow the Chamber of Commerce to review and <br />comment on the traffic study done by Mr. Gooch, and to present their report regarding <br />the parking ordinance and traffic circulation in the downtown area. <br /> <br /> Council discussion ensued regarding the sale of two pieces of City property on <br />Peters Avenue as well as the Police building. Council instructed staff to prepare a <br />report regarding this matter to be considered at the time the Downtown Traffic Study <br />is reviewed. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> <br />Growth Management Lon5 Term Agreement with Doyle Heaton <br />Growth Management Long Term Agreement with Morrison Homes <br />Growth ManaSement Lon~ Term A~reement with Ponderosa Homes <br /> <br />Growth Management L~ Term Agreement with Linwood <br /> Mr. MacDonald presented his report (SR 82:328) dated August 18, 1982, regarding <br />these items. <br /> <br /> Mr. Doyle Heaton, Vintage Associates, stated he generally concurred with the <br />agreement, and that Mr. Ted Fairfield would address his concerns relative to the <br />sewer agreement with V.C.S.D. <br /> <br /> No one spoke representing Morrison Homes. <br /> <br /> Mr. Jack Wong, representing Ponderosa Homes, stated he concurred with the agree- <br />ment, but would also defer to the comments of Mr. Fairfield regarding the 1972 settle- <br />ment agreement. Councilmember Brandes asked Mr. Wong if he completely understood and <br />concurred with the condition that relates to the completion of Valley Avenue shown in <br />Exhibit B of the report, which includes replacing the existing wooden fence with a <br />soundwall and landscaping. Mr. Wong stated he was in agreement with this condition. <br />He stated that if a soundwall is required to be placed on private property he did not <br />feel that Ponderosa Homes should be required to secure the easement. He requested <br />this soundwall be placed in the street right-of-way rather than on private property. <br />Mr. MacDonald reviewed clause II.b relating to equal increments for development. Mr. <br />Wong confirmed that increments as small as 75 units per year during the 1986-89 period <br />would meet the criteria of "approximately equal increments". <br /> <br /> Mr. Averill Mix, Attorney representing Hansen-Mix property owners, stated the <br />owners had reviewed the agreement and concur with the statements to be made by Mr. <br />Ted Fairfield. <br /> <br /> 3. 8/24/82 <br /> <br /> <br />
