After discussion, it was moved by Councilmember Mercer, and seconded by Council- member Wood, that Resolution No. 82-326, declaring the property at the northeast corner of Peters Avenue and Bernal Avenue to be surplus to the needs of the City; authorizing the staff to advertise for bids for the sale of the property to be re- ceived by the City Clerk; and establishing the minimum acceptable price for the parcel as $47,280.00, be adopted. Mr. Chris Kinsel, representing TJKM Traffic Consultants, presented various drawings describing the proposed system. After discussion, it was moved by Councilmember Brandes, and seconded by Council- member Mohr, that Resolution No. 82-327, approving the plans and specifications for the Traffic Signal Master and Interconnect System, and authorizing Prudential Insur- ance Company to proceed with acquisition and installation work, be adopted. Mr. Gil Barbee, representing John Corley, stated he would answer any questions that Council might have. There were no questions by Council. Mr. Bob Cooper, Trenery Drive, stated he felt Council should postpone any action on this item until after their review of the entire Mohr-Martin area, in order to have well organized planning for this area. Mr. A1 Wiemken, Trenery Drive, presented background information on the Mohr-Martin area. He stated he had concerns about the staff report and felt this is an illogical annexation. He requested this item be continued and that the entire area be planned at one time. After discussion, it was moved by Councilmember Mercer, and seconded by Council- member Brandes, directing staff to prepare a formal resolution requesting the annexa- tion and an application to LAFCO for two five-acre parcels on Trenery Drive owned by John and Fern Corley and John Hyder, and requiring the applicant to have an acceptable legal description and map of the proposed annexation (meeting LAFCO standards) pre- 14. 8/24/82
