191 It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that an ordinance approving the Police Facility Long-Term Financing Program, be intro- duced. After further discussion, Councilmember Wood withdrew his motion, and Council- member Mohr withdrew her second to the motion. Further discussion ensued regarding obtaining a loan for construction. Mr. Bodner indicated that due to the interest rate and lack of tax exemption, it would not be in the City's best interest to finance the facility in this manner. It was moved by Mayor Butler, and seconded by Councilmember Mohr, that Ordinance No. 1045, to be read by title only and waiving further reading thereof, approving and authorizing the execution of a Facility Lease with the City of Pleasanton Public Facilities Corporation to finance the construction of a police facility, and approve the method of financing the police facility through the Pleasanton Public Facilities Corporation with sale of lease-purchase bonds, be introduced. The roll call vote was as follows: AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler NOES: Councilmember Brandes ABSENT: None Consideration of Plans and Specifications and Authorization to Advertise for Bids for Rehabilitation of Westwind Buildin~ Project No. 82-11 Mr. Warnick presented his report (SR 82:249) dated July 2, 1982, regarding this matter. Councilmember Brandes questioned whether this was the best way to spend Proposi- tion 1 funds. He inquired whether the project could be dropped and another substi- tued and still retain the funds. He also indicated that he felt the Westwind Build- ing was an eyesore and did not feel it warranted any expenditure, but rather should be torn down. There was considerable discussion among the Council on the merits of these proposals and the Park and Recreation Commissioners present at the meeting were asked to comment. Mr. Jack Keegan indicated these projects were on the priority list now because in 1981 the $200,000 allocated for this was reallocated to the Sports Park. Now that funds are available, the projects have been reinstated. Councilmember Mercer inquired about the need for parks in the Vintage Hills and Ponderosa areas and was informed that these were under consideration for future projects. 14. 7/13/82
