191 <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br />an ordinance approving the Police Facility Long-Term Financing Program, be intro- <br />duced. <br /> <br /> After further discussion, Councilmember Wood withdrew his motion, and Council- <br />member Mohr withdrew her second to the motion. <br /> <br /> Further discussion ensued regarding obtaining a loan for construction. Mr. <br />Bodner indicated that due to the interest rate and lack of tax exemption, it would <br />not be in the City's best interest to finance the facility in this manner. <br /> <br /> It was moved by Mayor Butler, and seconded by Councilmember Mohr, that Ordinance <br />No. 1045, to be read by title only and waiving further reading thereof, approving <br />and authorizing the execution of a Facility Lease with the City of Pleasanton Public <br />Facilities Corporation to finance the construction of a police facility, and approve <br />the method of financing the police facility through the Pleasanton Public Facilities <br />Corporation with sale of lease-purchase bonds, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Consideration of Plans and Specifications and Authorization to Advertise for Bids <br />for Amador Community Park Improvements~ Project No. 82-10 <br /> Mr. Warnick presented his report (SR 82:250) dated July 2, 1982, regarding this <br />matter. <br /> <br /> After discussion it was moved by Councilmember Wood, and seconded by Council- <br />member Mohr, that Resolution No. 82-256, approving plans and specifications for <br />Amador Community Park improvements, Project No. 82-10, and authorization to adver- <br />tise for bids, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />Consideration of Plans and Specifications and Authorization to Advertise for Bids <br />for Rehabilitation of Westwind Buildin~ Project No. 82-11 <br /> Mr. Warnick presented his report (SR 82:249) dated July 2, 1982, regarding this <br />matter. <br /> <br /> Councilmember Brandes questioned whether this was the best way to spend Proposi- <br />tion 1 funds. He inquired whether the project could be dropped and another substi- <br />tued and still retain the funds. He also indicated that he felt the Westwind Build- <br />ing was an eyesore and did not feel it warranted any expenditure, but rather should <br />be torn down. There was considerable discussion among the Council on the merits of <br />these proposals and the Park and Recreation Commissioners present at the meeting <br />were asked to comment. <br /> <br /> Mr. Jack Keegan indicated these projects were on the priority list now because <br />in 1981 the $200,000 allocated for this was reallocated to the Sports Park. Now <br />that funds are available, the projects have been reinstated. <br /> <br /> Councilmember Mercer inquired about the need for parks in the Vintage Hills and <br />Ponderosa areas and was informed that these were under consideration for future <br />projects. <br /> <br /> 14. 7/13/82 <br /> <br /> <br />
