373' <br /> <br /> between Springdale Avenue and Forest tlill Drive from Schools to Medium Density Resi- <br /> dential, be approved. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilmember Brandes <br /> <br /> Application of the Pleasanton Joint School District to amend the general plan land <br /> use designation from Schools to Medium Density Residential with re~ard to the fol- <br /> lowing five sites: (1) approximately 0.9 acres located near the eastern terminus of <br /> lower Abbie Street just north of the Pleasanton Elementary School site; (2) approxi- <br /> mately 7.2 acres located near the eastern terminus of Mission Drive just north of <br /> the City park facility; (3) approximately 7.6 acres located between Black Avenue and <br /> Hansen Drive opposite Via de la Cruz on the north and Camino Brazos and Corte Metina <br /> on the south; (4) apmroximately 22.2 acres just north of the eastern terminus of <br /> Crellin Road; and (%) approximately 10.5 acres just south of the eastern terminus <br /> of Cre!lin Road <br /> <br /> Consider Adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 83:537) dated November 28, 1983, regarding <br />[] this matter. He stated that a letter has been received from the Pleasanton Joint <br /> School District, requesting that items two and three be removed from the above <br /> general plan designation consideration. <br /> <br /> Mayor Butler declared the public hearing open on the application and the nega- <br /> tive declaration. <br /> <br /> Mr. Bob Haglet, representing Pleasanton Joint School District, asked that items <br /> _ two and three be removed from consideration at this public hearing. He stated that <br /> the City has expressed an interest in land trade for the approximately 7.2 acres <br /> located near the eastern terminus of Mission Drive just north of the City park <br /> facility, and he felt this should be pursued further. He stated there is citizen <br /> concern regarding the possible future need for a school on the approximately 7.6 acres <br /> located between Black Avenue and Hansen Drive opposite Via de la Cruz on the north and <br /> Camino Brazos and Corte Melina on the south, and he felt this matter should be re- <br /> viewed in more detail. Mr. Haglet reiterated the need for funds to provide needed <br /> maintenance of school buildings. He stated there is a site in Vintage Hills that can <br /> be expanded if additional facilities are ever needed in that area. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Mr. Frank Belecky, 892 Madeira, representing Ron Schneider, president of the <br /> Vintage Hills Homeowners Association, stated that it is the position of this group <br /> that this land should be rezoned to low density because it is surrounded by low den- <br /> sity residential. Mr. Belecky stated, in his opinion, he objected to the rezoning <br /> of the land at all. He stated this land has been paid for by taxpayers and he did <br /> not feel it is proper for the school district to sell the land; that it should be <br /> placed in a vested fund or trust fund so that schools could benefit over the years. <br /> <br /> Ms. Diane Mendenhall, 1014 Vintner Way, stated she felt this land should be zoned <br /> low density residential; the property behind Flair Market is high density, graduating <br /> to medium density farther out, and going to low density on farther to the east. She <br /> felt low density zoning would be consistent in that area. <br /> <br /> Mr. Roger Manning, 1078 Vintner Way, stated that surrounding development hear the <br /> 22 acre school site is zoned low density, and he felt this parcel should also be zoned <br /> low density residential. <br /> <br /> 13. 12/6/83 <br /> <br /> <br />
