453 <br /> <br /> Councilmember Mercer stated he had asked for this item to be removed from the <br /> Consent Calendar to discuss the closing of one lane of First Street at the Arroyo <br /> Bridge for this event on December 10, 1983. He suggested that the bike/pedestrian <br /> way be roped off and the runners go single file across the bridge. He expressed <br /> concern at the traffic tie-up on First Street if one lane is closed off. After <br /> discussion, it was moved by Councilmember Mercer, and seconded by Councilmember <br /> Brandes, that Resolution No. 83-504, approvlng the Livermore Marathon Run applica- <br /> tion on December 10, 1983, authorizing single line use for runners across the First <br /> Street Bridge on the pedestrian walkway and to be roped off and monitored by the <br /> Livermore Marathon Club, and requiring the Tri-Valley Running Club to secure personal <br /> injury and property damage insurance in the amount of one million dollars and naming <br /> the city as a co-insured, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COMMUNICATIONS <br />Letter from Pleasanton Housing Authority, Re: Use of G.M.P. Low Income Set Asides <br /> Mayor Butler presented a letter from the Housing Authority Board of Commissioners <br />dated October 27, 1983, regarding the use of the growth management program low income <br />set asides. Mayor Butler stated the letter presents only one side of the picture. He <br />stated that Council has made use of the low income set aside in many projects and have <br />units to provide for low income residents that would not have otherwise been made <br />available in Pleasanton. He stated that when the Housing Authority wants to talk <br />about a project that Council will discuss allocations at that time. <br /> <br /> Councilmember Mercer stated that Council has approved 250 units of affordable <br />housing with this process. He stated he felt the set aside allowed for developers <br />to qualify for low income housing exemption is adequate. He stated he would rathgr <br />see affordable housing being built than no housing of this type at all. He added ~I <br />that a new term in the housing market is "attainable housing". <br /> <br /> Councilmember Brandes stated he felt Council has met a lot of the City's housing <br />needs with the exception of senior citizens. He stated he felt no additional set <br />aside should be approved until someone comes in with a viable project for senior <br />citizens. <br /> <br /> Councilmember Mohr stated that when plans for a fully subsidized low income pro- <br />~ect, such as projects for the Housing Authority or the Pleasanton Housing Group, <br />are submitted then Council should expect to accommodate them. <br /> <br /> Mro Jack Hovingh stated he is concerned about affordable housing in Pleasanton, <br />without any barriers of race, creed, color, age, etc. He stated he felt the Cityts <br />heritage would be culturally richer with a broader spectrum of people within the <br />community. <br /> <br /> Mr. Steve Hughes addressed the problems of "turn key" type housing such as is <br />in Oakland. He stated he is opposed to any housing that would detract from the <br />lifestyle of residents in the city as they enjoy now. <br /> <br /> Council took no further action on the letter from the Pleasanton Housing Authority <br />Board of Commissioners. <br /> <br /> 15. ~1/8/83 <br /> <br /> <br />
