MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 16, 1983 <br /> <br />CALL TO ORDER <br />Mayor Robert Butler called the Adjourned Regular Meeting of the City Council to <br />order at 7:00 P.M., a joint meeting between City Council and the Planning Commission. <br /> <br />ROLL CALL <br />Deputy City Clerk Doris George recorded the roll as follows: Councilmembers <br />Brandes, Mohr, Wood, and Mayor Butler were present. Councilmember Mercer was absent. <br /> <br /> The following Planning Commissioners were in attendance: Commissioners Getty, <br />Jamieson, Lindsey, and Wilson. Commissioner Doherty entered the meeting at 7:20 P.M. <br /> <br /> Mr. Walker, City Manager, Mr. MacDonald, City Attorney, Mr. Warnick, Director of <br />Public Works and Utilities, and Mr. Glenn, Assistant Planner, were present. <br /> <br />DOWNTOWN RETAIL SURVEY <br /> Planning Commissioner Lindsey stated he had requested this item be added to the <br />agenda to bring the Council up-to-date on the downtown retail survey that has recently <br />been completed. <br /> <br /> Ms. Judy Mayhew, President of the Downtown Association, stated the survey came <br />about because of questions being asked about ways for better business and beautifica- <br />tion of the downtown area. She introduced Ms. Rebecca Quarles, who was contracted by <br />the Downtown Association to conduct the marketing research survey. <br /> <br /> Ms. Becky Quarles presented a slide presentation entitled, "Strategies for in- <br />creased patronage of retail business in downtown .Pleasanton", which included compari- <br />son figures between shopping in downtown Pleasanton, Stoneridge, and Dublin. She <br />recommended improved traffic flow to improve access; increased visibility of retail <br />by use of signage to create a collective downtown identity; encourage retailers to <br />set extended shopping hours; and encourage retailers to join in advertising and pro- <br />motion. She suggested a second stage of improvements to include and promote increased <br />foot traffic within downtown, and to attract new businesses that will draw patrons to <br />downtown. <br /> <br /> Ms. Mayhew stated that copies of the report are available for anyone interested <br />in obtaining one. <br /> <br />CITY COUNCIL/PLANNING COMMISSION DISCUSSION <br /> Mayor Butler stated the purpose of this meeting is to discuss informally the <br />sewer situation within the City of Pleasanton. <br /> <br /> Mr, Walker presented his report entitled, "Residential Sewer Needs", dated August <br />16, 1983, setting forth current allocations. He stated that there is 350,000 gallons <br />per day sewage capacity unallocated at the present time. He advised that plans are <br />underway for expansion of LAVWMA which will increase sewage capacity for the valley <br />by 3.1 million gallons, of which Pleasanton should receive approximately 1 million <br />gallons of that capacity. <br /> <br /> Mr. Glenn presented his report entitled, "Population and Dwelling units 1980- <br />1986". <br /> <br /> <br />
