Mr. Charles Hare, landscape architect~ stated there is extensive landscaping on <br /> the site. He elaborated on the public service easement landscaping, building entry <br /> landscaping, and interior court yard landscaping. <br /> <br /> Councilmember Mohr stated she would prefer a variety in height of the trees. Mr. <br /> Hare stated this could be accomplished in several ways and it would be taken into <br /> consideration. <br /> <br /> Mr. Jim Musbach, Gruen and Gruen, presented a memorandum dated August 9, 1983, <br /> entitled "Estimated jobs/housing index in City of Pleasanton at buildout, assuming <br /> full development of all approved commercial/industrial projects plus Hacienda build- <br /> ings under construction or proposed". He stated that the housing stock at full <br /> buildout would be in excess of the workers employed in Pleasanton. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Mr. Ben Tarver, 1144 Arak Court, stated he was a former member of the General <br />Plan Review Committee, but resigned because he felt the City Council was not paying <br />any attention to the comments of this committee. He recommended that no decision be <br />made on any of the Hacienda Business Park projects until after completion of the <br />General Plan Review Committee report. He stated he felt Council is moving too <br />quickly and suggested waiting until all the facts are gathered. <br /> <br /> Mayor Butler explained that the area of the Hacienda Business Park project is <br />outside the scope of the General Plan Review Committee's review; that the committee's <br />recommendations do not concern this project or any other project already approved. <br /> <br /> Ms. Alletta D~A. Belin, of Shute, Mihaly and Weinberger, representing the Citizens <br />for Balanced Growth, stated that a letter from this group, dated June 22, ~983, is on <br />record with the city, opposing approval of a PUD development plan for the proposed <br />hotel. She stated her view that approval of this application would violate the court's <br />injunction against any other building approvals in the Hacienda Business Park. She <br />urged the City Council to await completion of the supplemental environmental review <br />being done in conjunction with a proposed General Plan amendment prior to acting on <br />this project. <br /> <br /> Mr. Gerald Goudreau, 5451 Corte Paloma, member of the General Plan Review Committee, <br />stated he felt it is very important and essential that the committee critique the data <br />presented by the various firms as well as ABAG. He stated it would be his personal <br />effort to determine the accuracy and validity of the Gruen and Gruen report presented <br />at this meeting tonight. <br /> <br /> Mr. Dennis Salmon, Attorney representing Prudential Insurance Company, stated in <br />his opinion the city is not in violation of the court's injunction; the judge made it <br />clear that even though planned development approval for the overall project was over- <br />turned, the city could still consider building plans under the property's old zoning. <br />He stated this matter was specifically answered in reply to a question by City Attor- <br />ney MacDonald at the hearing regarding development on the straight industrial zoning, <br />the judge stating that it could proceed. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on this item. <br /> <br /> Councilmember Brandes stated he was in attendance at the court hearing regarding <br />this matter, and his interpretation of the judge's decision concurred with the com- <br />ments of Mr. Salmon. Assistant City Attorney Swift stated this application would not <br />be before Council tonight if the City Attorney did not feel it was legal or in viola- <br />tion of the court's injunction. <br /> <br /> 8. 8/9/83 <br /> <br /> <br />
