· 101 <br /> <br /> Mr. Steve Hughes, 587 Touriga, asked when the Pico Avenue extension would be <br />started. Mr. Warnick advised negotiations are underway for the right-of-way and <br />that design work has begun this week. <br /> <br /> MP. George Moore, 5517 Paseo Nayafro, resident of Pleasanton for fourteen years, <br />stated he felt there is some inequity in the Cityts street light policy. He reviewed <br />the street lighting on Paseo Nayafro as well as well as Corte Sierra. He requested <br />that the City turn on all of the street lights that were turned off with the passage <br />of Proposition 13, before the poles are removed by PGgE. Mayor Butler advised this <br />could be considered at the time of review of the 1983-84 budget. <br /> <br />PUBLIC HEARINGS <br />Application of Meadow Plaza Associates for PUD (Planned Unit Development) zoning and <br />development plan approval for a 126 unit multi-family residential complex on an <br />approximately six ~cre site located east of the Exxon Station at the southeast <br />corner of West Las Positas Boulevard and Santa Rita Road. Zoning for the property <br />is PUD (Planned Unit Development)-Commercial and Offices District <br /> <br />Consider adoption of Negative Declaration <br />(Contd. Open from 5-10-83) <br /> Mr. Harris presented his report (SR 83:169) dated April 28, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler stated this item had been continued from the meeting of May 10, 1983, <br />and declared the continued public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Glenn Kierstead, representing Meadow Plaza Associates, reviewed the various <br />changes to the development plan, stating that the size of the parcel had been in- <br />creased to six acres, and that the project had been reduced to 126 units. He advised <br />he had met with the homeowners in an attempt to mitigate their concerns relative to <br />density, traffic, parking, landscaping, setbacks, relocation of trash binds, and <br />other items. He stated he felt the density requested is appropriate, and compared <br />this proposed project with the project being constructed on the Orloff property on <br />Valley Avenue, advising that his project has 32% less usage than the Orloff project. <br /> <br /> Mr. Fred Houston, 4460 Sandalwood Drive, representing Meadow Plaza Associates, <br />stated the reason for the request of the proposed high density is marketability. He <br />reviewed the mitigation measures taken relative to traffic, parking, signalization, <br />landscaping, bus stop land dedication, cross streets, schools, and the open space <br />concept. He stated this project will fill a need of the community in providing <br />housing for the young, old, single, young executive, and small family. He stated <br />that residents of Pleasanton Meadows are concerned that this project will lower their <br />property values; it is his feeling that it will increase the property values. He <br />stated the residents are concerned that the higher density will attract less desir- <br />able people to live in them; he stated that probably most of the prospective buyers <br />will be people already residing in Pleasanton. He stated the residents are concerned <br />about the condominiums being purchased by investors thus becoming rentals; he advised <br />that this is not a good investment for rentals. He stated the residents are con- <br />cerned about the potential for higher crime; he advised the project should reduce <br />the crime rate in this area. He stated that the residents feel the development is <br />not a quality project; he advised that it will not be a cheap project. Mr. Houston <br />urged Council to approve the project on its merits and on the facts as presented. <br /> <br /> The following persons spoke in support of the proposed development: <br /> <br /> Mr. Jan Wagner, 4282 Croce Court, stated this type of housing is needed in <br />Pleasanton for those older persons desiring a smaller place to live with less mainte- <br /> <br /> 5. 5/24/83 <br /> <br /> <br />
