327 <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Report on Pleasanton Housing Group, .I~c., Re: Affordabl~ Housing Pro~ect <br /> (Contd. from 2-22-83, 3-22-83, and 4-26-83) <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> Consider Modification of Low Income Exemption to Growth Management Program <br /> (Contd. from 4-12-83) <br /> Mr. Harris presented his report (SR 83:141) dated April 18, 1983, regarding this <br />matter. <br /> <br /> Mr. MacDonald presented his report (SR 83:198) dated May 18, 1983, regarding this <br />matter. <br /> <br /> Mr. Mike Harris, 7588 Ivy Court, President of Pleasanton Housing Group, Inc., <br />stated this group would like to do a feasibility study of the Corporation Yard <br />property and surrounding area and contract with Eden Housing to do the staff work. <br />He requested authorization to go ahead with the study and to be able to spend up to <br />$18,000 f~om the City's RAP/GMP housing trust fund. He proposed to come back with <br />a definite proposal within six months, and if this is not possible, then some other <br />project could be considered for this location. <br /> <br /> Mr. Joe Simmons, representing Shelter Capital, stated he has a project in pro- <br />cess before the Planning Commission now, and would like to qualify for this exemp- <br />tion. He stated he is willing to work with the Pleasanton Housing Group. He re- <br />quested that the units not be tied up, adding that he can provide high quality, low <br />income rental units but cannot wait another six months to start his development. <br /> <br /> Mr. Michael Parsons, Executive Director of the Pleasanton Housing Authority, re- <br />viewed the latest HUD formula for low income housing units. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Brandes, that Resolution No. 83-217, granting the Pleasanton Housing Group, <br />Inc., access to as much as $18,000 from the RAP/GMP housing trust fund, subject to <br />the following conditions: (1) that PHGI commit itself to producing a comprehensive <br />plan for review and approval by the City for housing development at a suitable loca- <br />tion in the general vicinity of the corporation yard south of Bernal Avenue extension <br />and at least 25% of the project be reserved solely for lower income households as <br />defined by the City, the plan is to be based on a comprehensive site feasibility <br />study and completed within a reasonable period of time with specific findings and <br />conclusions on options the City Council can act upon; and (2) that the staff be <br />directed to assist PHGI and its consultant(s) in developing and presenting a work- <br />able plan for housing development in the subject area meeting the City's housing <br />element goals, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />neither an in-lieu fee nor separate site location of low-income units be permitted <br />under the Growth Management Program at this time. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br /> 17. 5/24/83 <br /> <br /> <br />
