Mr. Harris explained that the Subdivision Map Act permits local ordi-
nances to permit the initial tentative map approval to remain valid for three years
rather than the two year period set forth in the draft ordinance.

Mayor Butler declared the public hearing open.

No one in the audience spoke in favor of or in opposition to this item.

Mayor Butler declared the public hearing closed.

After discussion, it was moved by Councilmember Mohr, and seconded by Council-
member Wood, that Ordinance No. 1074, relating to the expiration and extension of
tentative subdivision map approvals amending Section 2-3.12, and deleting Section
2-3.13 of Article 6 (Final Map), and adding Sections 2-2.51 and 2-2.52 to Article 4
(Tentative Map), Chapter 1 (Subdivisions), Title II (Zoning and Development), of the
Ordinance Code of the City of Pleasanton, be introduced.
The roll call vote was as follows:
AYES: Councilmembers Mohr, Wood, and Mayor Butler
NOES: Councilmembers Brandes and Mercer
ABSENT: None

MATTERS CONTINUFj) FOR DECISION

Resolutions initiati~ng appliS~!jon to LAF~O, agreeing to distribution of property.
taxes, and initiating prezoning for Annexation No. 102 (J. Quick, Amber Lane)
(Contd. from 9-14-82 and 2-8-83)
Mr. Warnick presented his report (SR 83:63) dated February 16, 1983, regarding
this matter.

Mr. Jim Quick, owner of property at 6452 Amber Lane, stated he had met with the
Happy Valley Committee studying annexation of that area, and they voted in favor of
his annexation application subject to minimum 30,000 sq. ft. lots with a maximum of
9 lots for this area. He advised that he then met with the entire Homeowners Asso-
ciation and they also approved his request for annexation subject to the same re-
strictions. Mr. Quick requested Council to approve his application for initiation
of annexation proceedings.

Mr. Bud Barlow, President of the Happy Valley Homeowners Association, stated
this group did meet with Mr. Quick to discuss his property. He stated they had
hoped to delay a decision on this matter until after completion of the study regard-
ing annexation of the entire Happy Valley area, however, they concluded that with
minimum 30,000 sq. ft. lots on a maximum of 9 lots on the approximately 8 acres
owned by Mr. Quick, this annexation would not significantly adversely affect the
rural atmosphere they are trying to preserve in this area. Mr. Barlow requested
that Mr. Quick be required to participate in the water district study and to pay
his fair share, and to also be kept in the annexation study presently being con-
ducted.

9. 2/22/83
