Mr. Robert Krichbaum, 303 Neal Street, which is a heritage home, stated he is <br />concerned about the development of townhouses on 1.6 acres. He stated that any <br />change in zoning in the heritage area of Pleasanton will have a detrimental effect. <br />He advised there are eight heritage buildings within a two block area of the pro- <br />posed development which need City protection. He stated he felt that changing of <br />the R-1-6500 zoning would set a dangerous precedent. He stated the proposed project <br />would create an adverse parking and traffic situation and that he is also concerned <br />about emergency access. I~ advised that the 12% grade to the exiti~2 driveways would <br />cause automobiles to exit directly toward the front of his house and shine lights in <br />to bedrooms of his residence. He stated his main objection to the proposed project <br />is the cut and squeeze method of trying to get maximum use of the land, which is not <br />consistent with the area. <br /> <br /> Mr. Dennis Perry, 335 Del Sol, stated his property backs up to the proposed pro- <br />ject. He questioned some of the calculations relative to line of view as presented <br />by Mr. Barbee. He stated he had concerns regarding the highest units blocking his <br />view. He presented pictures that he had taken showing his view line. He advised <br />that no one had met with him to explain the project. He stated he would like to get <br />a guarantee in writing that his view will not be obstructed by the proposed project. <br />He stated he is not against development of this property but felt the project should <br />not jeopardize surrounding property owners. He stated he is concerned about mud <br />slides and who is responsible if they should occur. Mr. Perry stated the developer <br />had not discussed his proposed changes that he presented tonight with the surrounding <br />property owners. He stated he initially had been concerned about drainage but is now <br />concerned about obstruction of his view and would like a guarantee that it will not <br />be adversely affected. He requested that Council disapprove the proposed project be- <br />cause of its density. Mayor Butler stated there seemed to be a lack of communication <br />between the developer and the surrounding homeowners. He asked Mr. Perry if he would <br />be willing to discuss the plans further with Mr. Lund. Mr. Perry stated he would be <br />amenable to further discussions but would like the zoning to remain R-1-6500. <br /> <br /> Mr. Jim Niday, 4440 Entrada Drive, resident at this location for 24 years, stated <br />the storm drain is a borderline situation and should be taken care of to insure there <br />will not be any flooding in this area. <br /> <br /> Mr. Wayne Emery, 4435 Entrada Drive, resident since 1964, stated he is concerned <br />about drainage. He stated the water backs up into the street now and on to his pro- <br />perty and that the storm drain is barely adequate at the present time. He stated <br />there needs to be a pipe line of adequate size to service this area, especially dur- <br />ing wet weather times. Mr. Emery stated he is also against the requested increase <br />in density. He stated it may not be economically feasible to develop R-1-6500 single- <br />family residential but he felt the heritage nature of the area should be preserved, <br />and that any change in the R-1-6500 zoning would set a dangerous precedent. <br /> <br /> Mr. Bruce England, 4460 Entrada Drive, stated the property owners in the area <br />are not against progress but their consistent theme is that they are against any <br />change in zoning. He stated his concerns are line of site view, setbacks, mainte- <br />nance functions, and traffic on Neal Street. He stated he felt the proposed plan is <br />probably a good plan but that it is not good for this location. <br /> <br /> Mrs. Bonnie Krichbaum, 303 Neal Street, cited other projects that had taken place <br />in the area under the single family R-1-6500 zoning, which had enhanced the neighbor- <br />hood and no doubt made a profit for the developer. She stated the proposed develop- <br />ment does not fit with the neighborhood and would not benefit the adjoining property <br />owners or the City. She requested the project be denied without prejudice. Council- <br />member Brandes asked Mrs. Krichbaum if she felt it would be beneficial to talk further <br />with the developer regarding the project. Mrs. Krichbaum stated she is completely <br />opposed to any change in zoning from R-1-6500; that she only wants single-family <br />residential homes in this area. <br /> 6. 2/22/83 <br /> <br /> <br />
