REPORTS OF THE CITY MANAGER <br />R~uest from Helmut and Adele Stonawski for Annexation of their Property at 336 Syca- <br />more Road or for Increase in Previously approved utility capacity to allow construc- <br />tion of a Residential Care Home <br /> Mr. Warnick presented his report (SR 84:420) dated August 14, 1984, regarding this <br />matter. <br /> <br /> Mr. Helmut Stonawski, 336 Sycamore, stated there is a need for this type of housing <br />to help the elderly. He asked if a 36 bed project would be more acceptable to Council. <br /> <br /> Ms. Joan Fraser, 387 Sycamore, representing five residents in the area, stated the <br />proposed project is on the corner of Sycamore and Sunol Boulevard, which is a heavily <br />traveled road, thereby making a very dangerous situation for any senior citizens to <br />walk in the area, and also there is no parking at this location. She opposed the <br />proposed project, stating this is no place for a 49 bed residential care home. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Mohr, that Resolution No. 84-418, denying the request from Helmut and Ade!e <br />Stonawski for annexation of their property at 336 Sycamore Road; denying the request <br />for increase in previously approved utility capacity to allow construction of a resi- <br />dentiai care home; and directing staff to notify the Alameda County Planning Conmais- <br />sion of the City's opposition to the proposed project, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />Proposed Funding Arrangements for Hopyard Road and Parkside Drive Improvements and <br />Emergency Access Improvements near Sutter Gate Avenue ' <br /> Mr. Warnick presented his report (SR 84:421) dated August 14, 1984, regarding this <br />matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 84-419, in connection with proposed funding arrangements for Hopyard <br />Road and Parkside Drive improvements and emergency access improvements near Sutter <br />Gate Avenue: grant conceptual approval to the proposed funding offers by Crocker Homes <br />and Hacienda Business Park; concur with the proposed conditions of approval for Tenta- <br />tive Tract Map 5229; direct staff to proceed with steps necessary to amend the Hacienda <br />Business Park PUD concerning Stoneridge Drive extension turnout and pedestrian bridge <br />deletion and an agreement for offered improvements and donations, and directing staff <br />to prepare a recommendation for revising the Park Capital Improvement Program to in- <br />clude the landscaping of the north side of Sutter Gate easterly of Tract 5229, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />Tree Preservation <br /> Mr. Warnick presented his report (SR 84:419) dated August 14, 1984, regarding this <br />matter. <br /> <br /> Mr. Mike Grazaidei, 3955 Churchill Drive, read a letter dated August 10, 1984, <br />signed by Ben Tarvet, 1144 Arak Court, agreeing that the City's procedure for preserv- <br />ing heritage trees should be strengthened but also suggesting Council take a more care- <br />ful look at all projects in this regard before giving approval.
