REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Board of Adjustment, De~.ign Review BoarJ., and Planning Commission <br />at their meeting of 4-25-84 <br /> Mr. Glenn presented the report of the Director of Planning and Community Development <br />(SR 84:228) dated April 26, 1984, regarding this matter. <br /> <br /> It was moved by Vice Mayor Brandes, and seconded by Councilmember Wood, to appeal <br />the decision of the Design Review Board in approving Z-84-107, the application of Mozart <br />Development Company for design review approval of four commercial/office buildings rang- <br />ing in size from 3 stories, approximately 72,500 sq. ft. to 5 stories, approximately <br />189,000 sq. ft., and related facilities on approximately 20 acres at the southwest cor- <br />ner of I-SS0 and 1-680, east of Stoneridge Mall Road; and also to appeal the decision of <br />the Planning Commission in approving UP-84-5, application of Ponderosa Homes for a con- <br />ditional use permit for a model home complex, sales office and related facilities on six <br />lots at the intersection of the proposed extensions of Hansen Drive and Paseo Santa Cruz. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Vice Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Butler and Mayor Mercer <br /> <br />REPORTS OF THE CITY MANAGER <br />Request for Annexation from Mike Harris, Lawrence Miller a~d Dorothy Miller for approxi- <br />~.ate~y 6.39 acres on the North side of Vineyard Avenue <br /> Vice Mayor Brandes declared this item removed from the agenda at the request of the <br />applicant. <br /> <br />~eport on As~sumption of City Inspection of Mobile Home Parks Responsi.bility <br /> Mr. Walker presented his report (SR 84:252) dated May 3, 1984, regarding this <br />matter. <br /> <br /> Mr. Steve Hughes, 587 Touriga Court, stated he brought this matter before Council <br />approximately three months ago because of a particular instance at the mobile home park <br />for which it was very difficult to get the State to carry out their responsibility re- <br />lative to the problem./-He stated he had several disagreements with ~he staff report <br />and felt the City should take responsibility for inspection of the ~obi!e home parks <br />in Pleasanton. Mr. Hughes presented a ~ritten report on the people he had talked to <br />who are employed by the State of California Department of Housing and Community Develop- <br />ment, and the results of these conversations. <br /> <br /> Vice Mayor Brandes stated he felt that basically the City could spend 10-12 working <br />days per year inspecting the premises of the mobile home parks, and suggested that if <br />staff is overburdened that additional manpower be added. He stated he strongly feels <br />that the closer the people are to government the sooner their problems will be resolved, <br />and that this is a way the City can serve its residents. <br /> <br /> Councilmember Wood stated this would form another layer of government and he felt <br />the City should look into whether or not we really have a problem. He added he is in <br />favor of local control if it is cost effective. <br /> <br /> Councilmember Mohr stated she agrees with Vice Mayor Brandes and is looking for the <br />most effective manner to accomplish this. <br /> <br /> The City Attorney advised that the City could be liable for negligent inspection if <br />it takes over responsibility of inspection of the mobile home parks. <br /> <br /> Mr. Curt Stewart, Chief Building Inspector, stated he did not have any building <br />inspectors trained to do mobile home park inspection but this could be done by sending <br />them to State schools for training.
