Adoption of Resolution No. 84-123, approving amendment to Alameda County Training and Employment Board/Associated Community Action Program (ACTEB/ACAP) Joint Powers Agreement, which would update language and make specific reference to the Job Training Partnership Act (JTPA) and Community Services Block Grant (CSBG) as the Agency's primary funding sources; including all member governments as official signatories to the JPA; specifically addressing the issue of member government liability for ACTEB activities; combining the current separate ACTEB and ACAP JPA~s into one consolidated agreement which more accurately reflects the fact that this is one, not two agencies; and authorizing execution of the amendment to the agreement by the appropriate city officials. m.
