Discussion Topic 5 <br /> <br />Councilmember Brandes suggested the the T.M.I. property, the <br />three San Francisco Water Department parcels and the Staples <br />Ranch could be set aside as urban reserves. <br /> <br />There was a consensus that all five parcels should be considered <br />to be set aside for ten years as an urban reserve in order to <br />encourage orderly development. <br /> <br />Discussion Topic 6 <br /> <br />Councilmember Butler suggested that the City use the <br />recommendation of the Residential Review Committee for purposes <br />of managing growth in the General Plan. <br /> <br />Mayor Mercer agreed with Mr. Butler's suggestion. Mr. Brandes <br />stated that he was not comfortable with the maximum of 650 units <br />per year as called for by the Committee. <br /> <br />Commissioner Michelotti suggested that Option 2, the commute <br />equilibrium, could be combined with the Committee's <br />recommendation to address the issue of jobs and housing within <br />the Tri-Valley. <br /> <br />There was a consensus that the Committee's proposal for an annual <br />growth management allocation of between 260 units and 650 units <br />per year based on an assessment of infrastructure, public <br />services, employment growth and housing need, be used as a <br />starting point for planning purposes. <br /> <br />Those present agreed that the range could be narrowed at a later <br />date and that the proposal should be subject to public comments <br />in December. <br /> <br />A public hearing to take public testimony regarding proposed land <br />use and growth management revisions was set for Monday, December <br />16, at 7:30 P.M. in the City Council Chambers. <br /> <br />Notices will be sent to all affected property owners and members <br />of the Industrial and Residential Review Committees. <br /> <br />ADJOURNMENT <br /> <br />Mayor Mercer adjourned the meeting at 9:30 P.M. <br /> <br />Respectfully submitted, <br /> <br />Consultant <br /> <br />J~fR.
