Mr. Gene Pons, 832 Abbie Street, representing his mother, Irene Pons on <br /> Vervais Avenue, stated he represented the residents on this street when the <br /> original alignment was considered in 1967, at which time it was proposed that <br />~_~ the alignment of Del Valle would go through their homes. He advised the Del <br /> Valle Parkway has been reviewed several times in the last few years, and sup- <br />["" ported in the General Plan as it is now. He stated the residents on Vervais <br />LO Avenue want the Del Valle Parkway extended. He advised this street is one of <br />~ the worst streets in Pleasanton; the excuse being that because the Del Valle <br />EI] Parkway is going through there it has not been maintained. He stated that <br /> ingress and egress has been allowed on the commercial properties adjacent to <br />~ this street because the Del Valle Parkway is planned to go through. He ad- <br /> vised that home improvements were not allowed by the City because of possible <br /> condemnation of the properties. He stated that because of these facts it has <br /> depressed the value of the property, and that homeowners are unable to sell <br /> their property. Mr. Pons stated that the residents of Vervais have suffered <br /> with this overlay. He stated that terminating the Del Valle Parkway at Main <br /> Street would increase traffic congestion. He stated that with regard to cost <br /> considerations, the City has already made investments and has a commitment to <br /> complete this project; to do otherwise would violate public trust. Mr. Pons <br /> stated the residents on Vervais Avenue favor Plan A of the staff report and <br /> would like for Council to proceed as soon as possible with this alternative, <br /> which they feel is in the best interests of the people on Vervais Avenue and <br /> is good traffic planning management. <br /> <br /> Mr. Carl Gutermann, 1211 Summer Court, read a letter he previously sent to <br /> Councilmember Brandes, expressing disbelief that Councilmember Brandes had <br /> changed his position with regard to the widening of Hopyard Road between Black <br /> Avenue and Del Valle, from the time of the citizens meetings to the vote at <br /> the last Council meeting. He asked that this matter be reconsidered, and he <br /> urged Councilmember Brandes to consider changing his vote on this issue.' <br /> <br /> Mayor Mercer advised that any Councilmember can request that an issue be <br /> reconsidered. He stated that at the request of Mr. Kahale, the opportunity <br /> for Councilmembers to change their vote was given consideration at the pre- <br /> vious meeting, and that no one changed their vote. Mayor Mercer asked if any <br /> Councilmember would like to change their vote at this time. No Councilmember <br /> changed their vote. <br /> <br /> Councilmember Brandes stated he did not say at the citizens meetings that <br /> Hopyard Road needed to be four lanes. However, after discussion at the last <br /> Council meeting by Councilmembers Butler and Mohr, he felt it was in the best <br /> interests of the City to keep the option open so that Hopyard Road could be <br /> widened between Black Avenue and the bridge if traffic so warranted in the <br /> future. He stated that many things would have to take place before the street <br /> would be widened, if indeed it was ever necessary that these improvements be <br /> accomplished. He stated his position was not in contradiction to his state- <br /> ments made at the citizens meetings; there is no need for Hopyard Road to be <br /> four lanes at this time but it would be improper to say that this would be the <br /> case in the future. <br /> <br /> Ms. Patty Van Steenwyk, 1147 Autumn Court, expressed concern that Alter- <br /> nate B on the staff report shows Hopyard Road to be four lanes. She felt <br /> Council should consider extending Peters and Ray Streets to meet and cross St. <br /> John Street, to lessen downtown traffic congestion. <br /> <br /> - 4 11-5-85 <br /> <br /> <br />
