Zoning for the property is IG (General Industrial) District <br /> Mayor Mercer stated that this item was appealed at the last meeting <br /> because he had questions on the flight pattern. He also asked if the <br /> helicopter does not come in on the approVed flight path what can be done. <br /> <br /> Mr. Warren Sattler, Prudential Insurance Company of America, 4309 <br /> Hacienda Drive, stated that the flight path would come from the east and <br /> west over the I580. <br /> <br /> Mr. Frank Marcot, Technical Consultant to Prudential stated that the <br /> minimum altitude above the ground will be 700 feet. He stated he tries to <br /> keep the altitude below the 1400 ft. flight patter to Livermore Airport, <br /> thereby having an average of 1000 ft. altitude over the freeway. Mr. <br /> Marcot stated that this way the City would be standardizing flight patterns <br /> for anyone landing in the area. This would be done through the use permit. <br /> He stated that in the absence of an ordinance to the contrary, anyone can <br /> land anywhere in the state on an infrequent basis, anywhere you can get the <br /> property owner's permission with the exception of 1000 ft. around schools. <br /> <br /> Mayor Mercer verified that the use permit may be reviewed if there are <br /> violations. <br /> <br /> Mr. Marcot stated that the only way to control helicopter traffic is <br /> to have a heliport. He stated he is currently reviewing Army procedures <br /> and found flaws in their operating procedures which they took to the base <br /> commander thereby eliminating the problem in San Rafael. <br /> <br /> Ms. Paula Lorain, 6162 Allbrook, states that her backyard faces <br /> Hopyard and questioned the need for 7 a.m. to 10 p.m. operating hours with <br /> a maximum of 240 flights per day. <br /> <br /> Mayor Mercer stated that if they were coming from Tracy they should <br /> fly over the I580 and fly over the Shell Gas Station. If they were coming <br /> from San Jose, the flight pattern would be along the I680 and over to the <br /> E580. <br /> <br /> Councilmember Mohr stated that this will be an occasional service and <br /> should not need the 240 maximum number of flights. If at some point a <br /> scheduled service is requested then the number of scheduled flights would <br /> be reviewed. <br /> <br /> Mr. Earl Lorain, 6162 Allbrook, stated that s letter form Alameda <br /> County Airport Planning Committee recommended that an EIR be made.
