Councilmember Brandes stated that although only the roadway improvements <br /> are being considered at this meeting he felt it would save confusion later to <br /> to discuss whether or not the interchange at West Las Positas Boulevard and 1- <br /> 680 is needed and should be considered in the freeway improvements. After <br /> discussion, it was moved by Councilmember Brandes, and seconded by Councilmem- <br /> ber Wood, that the interchange at West Las Positas Boulevard and 1-680 be <br /> eliminated from the Freeway Assessment District, <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Wood, and Mayor Mercer <br /> NOES: Councilmembers Butler and Mohr <br /> ABSENT: None <br /> <br /> MayOr Mercer recessed the meeting at 10:30 p.m. <br /> <br /> Mayor Mercer reconvened the meeting at 10:40 p.m. <br /> <br /> Consider Adoption of Negative Declaration in conjunction with application of <br /> Prudential Insurance Company of America for grading and associated permits to <br /> allow various improvements <br /> Mr. Swift presented his report (SR 85:349) dated July 10, 1985, regrding <br /> this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Ben Tarver, 1144 Arak Court, asked several questions regarding the <br />availability of sewer capacity. He stated there maybe public controversy <br />relative to Hacienda Business Park Phase II. He stated the developer may ex- <br />pend money now and the project not be approved later on. He stated he did not <br />think there is adequate sewer c ,jacity for the proposed Phase II project, and <br />there is no short term solution to the problem. He felt more i~formation is <br />needed before going forward in terms of an Environmental Impact ~eport, PUD, <br />and public view. He stated the application is premature at thi time. He <br />stated that traffic in North Pleasanton is getting worse. He ~,'ged Counci.1 <br />not to grant the grading permit. <br /> <br /> Mr. Joe Callaham, representing Callahen Pentz Properties, stated there <br />were problems associated with the grading for Phase I by waiting late to start <br />and he did not want the same problems with Phase II. He stated he is and al- <br />ways has been aware of the availability of sewer capacity. He reviewed the <br />improvements to be made and the schedule for completion. <br /> <br /> There being no flirther testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 85-355, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />Negative Declaration is appropriate in conjunction with the application of <br />Prudential Insurance Company of America for grading and associated permits to <br />allow various improvements, and directing staff to issue grading and improve- <br />ment permits in accordance with standard City procedures and incorporating as <br />conditions of approval the measures described in Staff Report 85:349, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br /> <br /> 7-16-85 <br /> -11- <br /> <br /> <br />
