of Draft Ordinance Relating .to School Impact Fees, be continued and advertised <br /> as a public hearing to allow the commercial developers to review the proposed <br /> ordinance and make comments. He stated there are a significant number of <br /> small builders who have not had an opportunity to meet with the Subcommittee <br /> and School District officials, and he felt they are entitled to a public hear- <br /> ing. He also felt this matter should be heard by full City Council. The City <br /> Attorney advised that a public hearing is not required on this matter. <br /> <br /> Council discussion ensued regarding continuance of this item. <br /> <br /> Mr. Bill James, School Superintendent, asked if building permits would be <br />issued between now and the adoption of the proposed ordinances. The City At- <br />torney advised that building permits would be issued and State law would pro- <br />hibit a moratorium. Mr. Swift stated that approximately 300 permits were <br />issued before the increase of sewer fees, and he did not feel there would be a <br />significant increase in building permits issued because of the proposed <br />ordinance. <br /> <br /> Council delayed any further discussion on this item until it is considered <br />as item 12a on the agenda. <br /> <br /> PUBLIC HEARINGS <br />North Pleasanton Improvement District No. 2 - 1986-7 <br /> Mr. Elliott presented his report (SR 86:290) dated July 15, 1986, regard- <br />ing this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember But- <br />ler, that Resolution No. 86-326, continuing hearing and consideration of all <br />matters in connection with Assessment District No. 1986-7, North Pleasanton <br />Improvement District No. 2, to August 5, 1986, 8:00 p.m., in the Pleasanton <br />Council Chambers, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />Valley Avenue Extension Assessment District No. 1986-1 <br /> Mr. Elliott presented his report (SR 86:291) dated July 15, 1986, regard- <br />ing this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br /> No one in the audience spoke in favor of or in opposition to the item. <br /> <br /> Mayor Brandes declared the public hearing closed. <br /> <br /> Mr. Robert Brunsell, Bond Counsel, stated that one letter of protest has <br />been received, however, the individual is not within the district. He also <br />advised that upon approval of the assessment district, the bonds will be sold <br />this evening subject to a 30-day cash payment period for the property owners <br />and the offer that has been submitted by Stone and Youngberg in accordance <br />with their existing contract with the City. <br /> <br /> 4 - 7-15-86 <br /> <br /> <br />
