409 <br /> bid process would be inappropriate; he felt Emily Wagner should be award the <br /> contract as financing consultant for the computer system because of the study <br /> she has already done on this matter and the two week time frame in which a <br /> decision must be made relative to this matter. <br /> <br /> The City Attorney advised there is no legal conflict of interest with <br />respect to Emily Wagner's role on the ad hoc committee for the library being <br />considered for award of financial consulting services for the library financ- <br />ing and related financings because Council did not appoint the members of the <br />library committee. <br /> <br /> After further discussion, it was moved by Councilmember Mercer, and secon- <br />ded by Councilmember Wood, that staff be instructed to secure another outside <br />consulting firm's financing proposal for the Proposition 4 projects, with pos- <br />sible inclusion of the police department's computer system, said proposed to <br />be completed within two weeks. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, and Wood <br />NOES: Mayor Brandes <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this meeting. <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> Mr.'Swift presented his report (SR 86:244) dated June 12, 1986, regarding <br />this matter. <br /> <br /> Mayor Brandes requested that Council appeal a decision of the Design Re- <br />view Board's approval of Z-86-142, application of Ives Parrish and Anthony <br />Long for design review approval to install a sign for a delicatessen in an <br />existing office building, located at 5776 Stoneridge Mall Road, to be con- <br />sidered by Council on July 15, 1986. Council concurred. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report Regarding Stepping Stone PreSchool Relocation Options <br /> Mrs. Bengtson presented her report (SR 86:257) dated June 17, 1986, <br />regarding this matter. <br /> <br /> Councilmember Wood suggested that volunteer assistance be solicited to <br />raise the $40,000 required to remodel the Val Vista building for use as a pre- <br />school facility. He requested this matter be continued for thirty days to <br />allow him time to solicit assistance from various developers and <br />organizations. <br /> <br /> Ms. Sharon Doljack, 3181 Camdon Court, stated there is a waiting list for <br />this type of nursey school, and a facility is greatly needed to provide the <br />service. <br /> <br /> Ms. Sherline Montgomery, 2478 Minivet Court, requested Council assistance <br />in securing a facility for the preschool program. <br /> <br /> 14 - 6-17-86 <br /> <br /> <br />
