MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Wood stated there is a tree with a hanging branch on Main <br /> Street across the railroad tracks that should be trimmed; he requested staff <br /> to investigate this matter. <br /> <br /> Councilmember Wood requested that the amount of reward money be increased <br /> for the Secret Witness Program, to encourage more secret witness participation <br /> by the public. Mayor Brandes stated this could be considered at the budget <br /> sessions. <br /> <br /> Councilmember Mercer stated there are a number of illegal political signs <br /> in the City that are outside the ordinance; he requested these signs by taken <br /> down as soon as possible and the costs billed to the appropriate candidate. <br /> <br /> Councilmember Mercer requested that Council consider a no-smoking or- <br /> dinance, and that he would have materials to be reviewed at the next meeting. <br /> Council concurred. <br /> <br /> Councilmember Mercer stated there are two trees dripping a sticky sub- <br /> stance on St. John Street between the Community First National Bank and St. <br /> Vincent DePaul, as well as on St. Mary Street near La Rochelle. Staff was <br />C·) instructed to investigate this matter. <br />0') CITY COUNCIL COMMITTEE REPORTS <br />~'~ Approval of Long Term Agreements: (1) Kottinger Ranch; (2) DeVor Nurseries); <br />!.LJ and (3) Walter Johnson Foundation <br />C]'] Mr. MacDonald presented his report (SR 86:231) dated May 29, 1986, regard- <br />~ ing this matter. <br /> <br /> Councilmember Mercer stated that in past years the Council Subcommittee <br /> has met with developers and come back with a general report that compared <br /> projects and considered contributions for capital improvements that would be <br /> required of the developer as a condition of approval, for review by the entire <br /> Council. He advised that Council approved one long term agreement at the last <br /> meeting, and are considering three more tonight. He stated he did not know <br /> what each developer would be contributing; and he felt that all the long term <br /> agreements should be considered at one time. <br /> <br /> Councilmember Butler stated the agreements were written in accordance with <br /> the guidelines approved by Council recently; the intent of the policy being to <br /> make the agreements as uniform as possible. <br /> <br /> After discussion and since there was no urgency on this item, Mayor Bran- <br /> des declared the consideration of Long Term Agreements continued until a com- <br /> plete package can be presented. Councilmember Mercer requested that all <br /> developers be notified when this matter is placed on the agenda. <br /> <br /> Approval of Joint Powers Agreement; Amador Theater <br /> Mrs. Bengtson presented her report (SR 86:224) dated June 3, 1986, regard- <br /> ing this matter. <br /> <br /> Councilmember Mercer stated he had concerns regarding responsibility of <br /> the facility as well as insurance liability. Mrs. Bengtson advised that the <br /> City will be responsible for the maintenance of the facility; the school dis- <br /> trict will be responsible for utilities and maintenance of the grounds. She <br /> stated that it is planned for the fees to cover maintenance and operation of <br /> <br /> 6-3-86 <br /> <br /> <br />
