169 <br /> Mayor Brandes stated C~uncil would now hear testimony on the Circulation <br /> Element. <br /> <br /> Mr. Victor Ba~ley, 4566 Black Avenue, stated that approximately 8,000 cars <br /> travel on Black Avenue daily. He requested Council to consider increasing Del <br /> Valle Parkway from two to four lanes to alleviate traffic on Black Avenue, or <br /> build soundwalls to reduce the noise level. <br /> <br /> Mr. Brent Wilson, representing his parents at 3988 Stanley Boulevard, <br />stated they take exception to future plans for the extension of Del Valle <br />Parkway between the existing Del Valle Parkway and the Industrial Park, and <br />Stanley Boulevard where it meets First Street; it is not clear to them that it <br />would be effective in relieving traffic on Vineyard. They are also opposed to <br />changing the intersection to a total four-way intersection. <br /> <br /> No action was taken by Council on the above comments. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, approving revisions to the Circulation Element as set <br />forth by staff. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Housing <br /> <br /> Mayor Brandes stated it is now in order to take testimony on the Housing <br />Element. <br /> <br /> No one in the audience spoke on this matter. <br /> <br /> Councilmember Mercer requested that Policy 8 be clarified to show 15% low <br />income set-aside for the North Pleasanton Improvement District area, and 25% <br />in the rest of Pleasanton. <br /> <br /> Mayor Brandes stated that with regard to the growth rate policy, he <br />strongly felt, as in the 1970 general plan review, that population bench marks <br />are imperative to good planning. He stated that what has happened in the last <br />ten years supports that concept. He stated this allows Council flexibility. <br />He stated he felt strongly that benchmarks should be established to the year <br />1996, in ten year periods. He stated he is concerned about the future without <br />such a limit and some adverse conditions that could occur. <br /> <br /> Councilmember Butler stated he disagreed with this concept; he felt land <br />use control is a better way for good planning. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember Mohr, to eliminate Program 7.7 {Conduct a biennial affordable <br />housing competition..); lO.1 {Establish a housing specialist position utiliz- <br />ing existing City staff to provide leadership and advocacy for, and to remove <br />unnecessary constraints to, the provision of affordable housing); and ll.2 <br />{Establish a program of assessing Industrial, Commercial and Office buildings <br />to supplement the low income housing fund based on the percentage of I/C/O <br />employees who qualify for low income housing and the price differential' <br />between market rate and low income housing) from Section B - Housing, Jobs and <br /> <br /> 13 - 9-16-86 <br /> <br /> <br />
