163 <br /> Bay Regional Park, in conjunction with Alameda County, changed the zoning <br /> which did not allow for further construction. He felt it selfish for people <br /> already here who have a beautiful home to try to stop other people who were <br /> here first. He s~ated that East Bay Regional Park approched him to buy his <br /> property before the zoning change. He asked Mr. Hornbeck at a public meeting <br /> why he did not attempt to buy his land before Mr. Lane had made plans to <br /> build. Mr. Hornbeck denied ever trying to buy this land. Mr. Lane presented <br /> a letter from East Bay Regional Park District stating their interest in buying <br /> this land. He felt this land should be put back into five acre zoning. He <br /> felt that 98% of the property owners on the ridge would like to annex to the <br /> -- City. <br /> <br /> Mr. Ben Tarvet, 1144 Arak Court, stated he supports the community facili- <br /> ties alternative and most of the staff recommendations. He stated he ad- <br /> dressed the Planning Commission regarding growth management in terms of where <br /> the City is in the short term; there is a school overcrowding situation, and <br /> traffic problems. Staff says there are 1500 units that have been approved and <br /> could have been developed on the residential side in 1986; that exceeds the <br /> actual growth management program that is written in the proposed general plan. <br /> In addition, there is some 3200 units that are approved for long term agree- <br /> ments through the year 1991 which would indicate that the City has something <br />L(') a)ong the average indicated by the staff of 650 units per year for the next <br />C)J five years, given current approvals. Add on top of that the exemptions that <br /> are being proposed for the North Pleasanton area and reducing the exemption <br />(~J qualifications, that could indeed really tax schools and the traffic situa- <br />~ tion. There needs to be some control given to that 1000 unit maximum such as <br />CYI prioritizing permits, etc., to get the type of housing Pleasanton needs with- <br />m~2i[ out straining the infrastructure. Mr. Tarver stated that the City has 5.5 <br /> million square feet on the commercial/industrial side approved'and he felt <br /> this would be a sufficient amount to carry the City through the next review <br /> period without causing too great an inbalance between jobs and housing, and <br /> give the City time to work with the rest of the region in a land use planning <br /> and traffic solutions for the area. He asked that a phrase be added to Sec- <br /> tion 6.2 which discusses a regional cooperation on such issues as traffic, and <br /> the housing and jobs balance within the region. <br /> <br /> Ms. Ilene Weinreb, representing the Bay Area Council, presented a letter <br /> to Council expressing concern about increasing the supply of housing afford- <br /> able to the region's growing work force. She felt the City should reserve <br /> sufficient sewer capacity to assure an adequate amount of residential develop- <br /> ment in the next five years while wastewater treatment facilities are expan- <br /> ded. She urged Council to take the initiative in promoting cooperative plan- <br /> ning in the Tri-Valley. She recommended that Pleasanton create a new senior <br /> staff position of Housing Specialist within the Department of Planning and <br /> Community Development to coordinate and facilitate the development of afford- <br /> able housing. She presented a recommended policy and program change regarding <br /> land use program and policies. <br /> <br /> Mr. James Zukelly, 967 Crellin, stated the land use element ignores the <br /> working class people. He stated he is unable to find an apartment that is <br /> affordable for him to rent; he is forced to rent a room in a private home. He <br /> urged Council to consider providing housing for people who make less than <br /> $22,000; he did not feel the proposed general plan is adequate to accomplish <br /> this goal. <br /> <br /> - 10 - 9-16-86 <br /> <br /> <br />
