Council concurred with these requests. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Ms. Carol Jennings, 7673 Highland Oaks Drive, representing Pleasanton <br /> residents in this area that are serviced by Murray School District, urged <br /> Council to reiterate their support for the formation of separate unified <br /> .... school districts in Pleasanton and Dublin, and to support getting this matter <br /> on the ballot. She advised the State Board is considering two unification <br /> proposals for a special election and it will consider the proposals next <br /> month. She asked Council to lobby State Board members personally with letters <br /> or phone calls. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Mohr, that the need to take action arose subsequent to the agen- <br /> da being posted, and that Resolution No. 87-75, urging the State Board of <br /> Education to place a measure on the ballot that would create separate unified <br /> school districts in Pleasanton and Dublin, making it clear that a number of <br />l.C} Pleasanton ~tudents attend Murray schools, be adopted. <br /> The roll call vote was as follows: <br />(~1 AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />~ NOES: None <br />~ ABSENT: None <br /> <br /> Mayor Mercer instructed staff to prepare the appropriate resolution, with <br /> the assistance of Ms. Jennings, and transmit it to the State Board of Educa- <br /> tion as soon as possible. <br /> <br /> Mr. Bruce Fiedler. 251Kottin9er Drive, stated it was one year ago that <br /> Pleasanton Gardens flooded; he thanked Council and City staff on behalf of the <br /> residents, for their concern and approval of water retention control improve- <br /> ments that thusfar has prevented any flooding in this area. <br /> <br /> Mr. Harvey Levine, 4637 Chabot Drive, requested Council to consider the <br /> downtown banking policy by June 1st, in conjunction with the Downtown Study, <br /> in order that Pacific Security Bank could further consider locating in north <br /> Pleasanton. He also requested a clarification on the resolution adopted at <br /> the Council meeting of February 3, 1987, denying Security Pacific Bank's ap- <br /> plication as to whether or not the denial with with prejudice or without prej- <br /> udice, because if it was denied "with prejudice" that meant it could not be <br /> brought back for one year. <br /> <br /> The City Attorney advised that Councilmember Brandes and Mayor Mercer <br /> could not participate in this matter, as they were the two Councilmembers who <br /> were excluded at the meeting of February 3, 1987, by the draw. <br /> <br /> Vice Mayor Mohr chaired the meeting at this point. <br /> <br /> Mr. MacDonald stated the draft resolution did not state "with prejudice" <br /> or "without prejudice" but that the application was denied until after comple- <br /> tion of the Downtown Feasibility Study. Councilmember Wilson agreed that the <br /> application was denied without prejudice.
